So far as city btmncll it concerned the
dttective muddle has been settled and
any fight, either In or out of the courts,
against the mayor and council’s ap
pointment, management and control of
the city detectives must be made by
the police commission.
At a meeting of the charter commit
tee of council Friday at noon, at which
the city attorney was present, it was
decided after consultation with the city
attorney that the power of appointment
and control of city detectives was vest
ed in council alone and that the ap
pointees. Messrs. Patterson and Van-
nucci. be instructed to enter upon the
discharge of their duties under the new
order hf things.
The police commission has opposed
the adtion of council in appointing de
tectives and placing them under the
control of the mayor and council ever
6lnee the appointments were made sev
eral weeks ago, and it is understood
issued orders to the chief of police to
decline to accept any prisoner arrested
by the detectives so appointed. When
this order wasr Issued the detectives
had no authority to make an arrest, as
the ordinance created for their, appoirit-
ment did not vest them with Suoh au
thority, ,t>ut. at the meeting of council

the defectives police power and requir
ing the chief of police or other officer
to accept a prisoner from the detectives
was passed. As the police commission
still declines to recognize the detec
tives. the charter committee held a
meeting Friday to pass on the action of
council, and after the opinion .of the
city attorney had been given, on the
subject the mayor was requested to in
struct the detectives to begin work.
It is understood that the police com
mission has ctotained legal advice on
the question and will endeavor to en
join the detectives appointed by coun
cil from making arrests. It is also said
that the mayor and council are satis
fied they are right and in cose the
prayer for injunction, should one be
made, be decided against the commis
sion they would decllno to pay the cost
of such proceeding so thait it would be
thrown ori the commissioners as indi
viduals. -* \
The police commission claims that
Messrs. Patterson and Jenkins, -who
have been doing detective work since
the commission took charge, nre not
detectives, but paltrolmen detailed for
special duty. Cbundl alleges that these
two officers have not done one day's
patrolman's duty since their appoint
ment by the police commission and that
they have been known and recognized
as f ..detectives and have not even ap-’
peared in uniform since their appoint
ment. This fact can also be bourne out
by those familiar with the police de
partment.
The charter says 'the police force shall
cona^pt of one chief, two lieutenants
and forty-six patrolmen, together with
such other officers and men ns the
mayor and council may deem proper.
No authority whatever Is given the po
lice commission to maintain detectives
t»n the force.
It ta not yet known whether Mr. Pat
terson will accept «the position of de
tective Under the mayo rand council or
remain with the police commission as a
patrolman. It was reported yesterday
that both Messrs. Patterson and Jenk
ins would remain with the police com
mission as'“patrolmen detailed for epe-
dal duty." Should this be done the
mayor and council will decline tt> pay
the pay rolls with the names of such
detailed patrolmen on it. If Mr. Pat
terson remains with the police commis
sion it will be necessary for council to
appoint another detective. Mr. Van-
nued entered upon the discharge of his
duty laat night. The public will anxious
ly await the action of the chief of po
lice with any prisoner Mr. Vanuccl
might carry to the police station or turn
over tb a police officer, as the chief Is

meeting was declared open for. business.
On motion Rev. B. Clay was elected
secretary pro tem In the absence of the
regular secretary. A resolution was
passed to call a county convention on
August 4 to elect delegates to the state
conventi'on. which meets in Atlanta Au
gust 28. The committee passed a reso
lution to the effect that the different'
wards nnd militia districts of Bibb coun
ty hold mass meetings In thetr respect
ive wards and districts between July 24
and July 31 to elect delegates to the
coumy convention. Anbther resolution
was entertained to expel A. A. Gordon
firm the .executive committee for de
claring himself a Democrat, wbteh was
carried unanimously.
W. H. Me this of Savannah nnd Edi
tor C. E. Coleman were permuted to
remain in the meeting. Fred Chiles of
Godfrey district was appointed a mem
ber of the executive committee to fill
out the unexrtred term of B. Clay, who
moved out of tho district.
The wards nnd districts are entliled tb
three delegates each to represent them
