Goblet combuitted the government's nnU-Anarohist bill, claim ing that if the measure became a law It would be a violation of individual liberty and the freedom of the press. M. Goblet also classed the proposed measure us reactionary and supported the Jury system as being a ''sureguird against the arbitrary influence of the government." The - true remedy, ac cording to M. Goblet, was not repres sion, but democratic reform. M. Guerin, minister of Justice, said that the peril was increasing and that they must uproot the abominable sec tion. The closure of the general de- bate on the airti-Anarchlstlc measure voted 283 tb 201, and urgency wns de- clared by a vote of 27D to 187. Finally the dlscvsilon of tho details of the measure Was decided upon by a vote of 2*3 to ,162. These votes were taken In the face Of the obstructive tactics of the Socialists, who obtained undsr the rules of tho hoti3e a personal ballot In lieu -f any Proxies.
