Wrenn will undertake the active mrui a cement of the Memphis and Charleston road as general manager, after August 1, when he retire* from the position of general passenger agent of the East Tennessee, which he has so a’Wy filled for ten years past. Col.-Wrenn’s retirement was the sub ject of much c’onrment In railroad cir cles. He claimed Atlanta as Ills home and was a member of Governor North- en’a staff. It is generally accepted that ho re- s'.gncd because the policy of the South ern was to reduce his position fo that of assistant general passenger agent. Col. Wrenn is one of the men who do not go backward, and of course resigned rather than bot'amo assistant general passenger agent of the,Southern. The Memphis and Charleston, to which he will devote his energies now. Is still In the hands of Receiver Fink. It will finally be absorbed by the South ern. but until that time Col. Wrenn will have charge of it ns general mamgo**. President Spencer’s ofllcial clrculir announcing the Change* was received here today. Western system, comprising tho lines of (lie EJast Tennessee, Virginia and Georgia railway and the Knoxville and Ohio railroad.” The following appointments are an nounced: W. H. Green, general manager eastern system; C. H. Hudson, general manager western system: James II. Drake, gen eral freight agent ©aeiern system; Ed win Fitzgerald, general freight agent of tho western system: William Hawn, as sistant auditor: J. N. Mitchell, assistant treasurer. B. W. This morning while the professor was -teaching the young (Idea how to shoot he was visited by two detectives and placed under arrest. School wa3 dismissed and -the profes sor was escorted to police headquar ters. The professor Is charged wtth steal ing a coat. It 4s lleged ttoa’t he recently spent the night with a friend who. lives on W. A. Ozburn’s place, and Chat when ho arose next morning he carried away with him his friend’s coat. TO VOTE ON AMENDMENTS. Atlanta, July 27.—(Special.)—Gov ernor Nortben todlay issued his procla mation providing for ithe submission of the amendments to the constitution proposed by -the last legislature. There are three «of these amendments to be ratified. One provides for two additional supreme court justices, the second amends Che pension act so as to provide a pension to tall Confederate soldiers unable to provide for himself by reason of age, poverty or infirmity. As the law now M pensions are only allowed <o the wounded or those dis abled by wounds or sickness con tracted in the service. The Urtr amend ment provides for holding the eessione of the legislature on the fourth Wednesdays of July instead of the fourth Wednesday in October. TO HOLD'A GRAND RALLY. Atlanta, July 27.—(Speoial.)— 1 The suggestion that a big Democratic rally on cne night after the «uue conven tion is taking final, shape. Today Judge Allen Fort, chairman of the stale committee, sent out a number of let ters Inviting permanent Democrats from different parts of *the state to come to Atlanta on ’the 2d and take POM in the big jubilee. He telegraphed Speaker Crisp, asking him to come and make a speech. The speaker will come if possible. His reply to Judge Fort's message was <m follows: “Washington, D. C.. July 27.—Hon.
