but your local In thla morning's paper,
outlining In part what waa oontnlned
in my recommendation to council, did
me ao great an Injustice that f rauat
request you to now publlah a copy ■ '
ithis recommendation, which follow*:
"CK-rtilemen of -the Council: In order
to avoid *ny further controversy In the
matter of Hie detective service of the
city, and to atop the litigation that can
accomplish no more In effect than tbut
which can he arrived at by pleasanter
methods, I respectfully request your
hunorablo body to repeal the two ordl-
si.inoco that have been recently passed
relative to employment of two detec-
ttivcn to he corttrulled by the mayor und
council, end that whlob clothes them
with certain powers, and to dismiss the
parties elected to fill sold position*
from further service.
"After carefully oonlsdering the mat
Her I am convinced 'mat such a depart

exacted and performed. Some time ago,
in cider to rcooncllo the vluws of some
jnemtvr* of your board, 1 made the
requesg that the ordinance providing
for the number of men to bo employe,
in said department oq changed so as to
allow the police commissioners to re-
duco the number of patrolmen to 44,
and of the l« allowed, II to serve In the
■capacity of special ofllcer* or dotoc,
ttlvea, under control of the commie
sluners, 'thereby avoiding any Increase
of oxjienso to the city.
■'X recognize tho right Hnd power of
council to employ parties for special
aervJoe other than that with police
nmvora, end appreciate the not of your
body In desiring to place with me such
parties us would ho of uld in such
■matters, but I respectfully request that
you allow me tho privilege In such
■matters a* have been extended to for
mer mayors, namely, than of making
my own selection. If such request Is
granted nn upproplmtlon of 105 per
month will be sutllclent, nnd at the
end of tho fiscal year I will produce
vouchers for so much of said -amount
■•'as 1 mny be required to expend for
suah service. At this tlmo there Is no
noed of the sorlvco of any one In such
capacity. The two detectives under the
control of the commissioners will bo
sufficient for regular service, and at
times I can use ihem for my spool.it
service -when required. The pMOng* of
un ordinance amending that giving the
police commission the right nnd powe-
to employ the force In the manner In
dlcatcd would, In my opinion, be no
more than Is proper, nnd thus avoid
unpleasant controversies nnd 1Ugluten,

I have contended from the beginning
of this controversy that a change In the
service of the detectives was not de
sirable to be made, and have done all
in my power to have "pleasantly settled
this maKer ouatlde of the oourta. There
Is no necessity for two such depart

necessity for the mayor to haw some

Now u word in reference to my nc
ommcndatlon. which waa so unanimous*
ly disregarded. After having been en
joined by the courts from u>, " | f n “ I . iy t "J
the detectives elected by council f.>r
ii ny j)urpo«e whatever, I mude the fol-
IowIuk recommendation:
"Gentlemen of the Council. At tne
lust meeting of your body on?,~. t “;
detectives of the city -was detailed to
look after the new street sign* recently
put up, but Inasmuch ae the city nan
been ©Joined from employing the detec
tives for the time being, nnd as tno
fslgnfl should be looked uftw 1 ask the
privilege of having the work done by
tho sanitary Inspectors, for the reason
that they traverse their districts almost
dally, and their districts embrace the
entire city.” ^
My motive for it wa« no Other than
after the inspection, if the some hall
been properly done, to assist the
party In receiving his pay without
being compelled to wait an indefinite
time for the same. To show that thin
work could have been conveniently and
rapidly done by the sanitary Inspectors
to Inspect the round in hie district, which
coukl be done In two days without neg
lecting his other duties, 1 hud one dis
trict so Inspected In two days. Had the
recommendation been .agreed to by coun
cil the entire work could have been done
in three days’ time and would not have
Incurred any additional expense to the
city. I have seen proper to dissent to
tho resolution authorizing the chairman
of the street committee to employ some
one for that purpose. If council at Us
next meeting sees proper to maintain
its position; In this matter and override
tlilu dissent 1 propose to make a per
sonal Inspection of the sign contract
and thus avoid putting on the city any
more employe* or any additional ex
penses that can so easily be avoided.
White admitting that there are sections
in tho charter that are subject to more
than one construction, yet until the leg
islature meets these defects can not be
remedied. There should be no reason
why differences should not be harmon-
l2cd when It la Impossible to find relief
at the moment that these differences
arlved. A clurter S’l.unul by the best
constitutional lawyers of the state, ns
iwar perfect as it Is possible for them
to be hi nil ht It© details, with relations
strained to the point that now exist
between member* of tho commissions
,mi members of the board,’would like
wise be the source of continual annoy
ance, whereas a charter with many ex
isting defects, under nn administration'
working In harmony, would never cadse
misunderstandings that could not be
iislly harmonized. Ai tho proper time
propose tb give to the people of Ma-
on a full account of my stewardship
ml will then be content with their ap
proval or disapproval of the tuine. In
this controversy 1 propose to stand by
the commissioners, believing their posi
tion In the matter Is Just and proper,
and will not alter my opinion In the
same until the judge to whom this ques
tion !h to be submitted convinces me of
the error of my Judgment, l had hoped
that it would not bo necessary to resort
to the courts for settlement of this
