H. Landrum, has disclosed a peculiar state of affairs in the business of eviction. From the statements of Justice Landrum himself 0ml 15 ij 1!ff Martin it appear* that IA«- drum’e court has ibeen doing eviction— that is, issuing writs of dispossession to force tenants to vacate—at cut rates for the renting agents. This fouslnese. which started in (Lan drum’s court, grow to be such a mo nopoly for him that the other justices had to out rates to meet him. Then the whole lot foUnd there was no money in it and sot together and signed an agree ment to restore rates, which they did. Several renting agents, however, trans ferred' their business *to an out-of-town justice who did not sign the agreement. Bailiff Martin bf Landrum's court un dertook to serve the .papers of the out- of-town ra*te cutting magistrate on the sly. He was discovered foy Justice Lan drum and summarily dismissed. <In thli3 way the story of justice in Job lots at cut rates came out. •SKIPPED WHH THE FUNDS. Couch of Atlanta Ran Away With $500 Belonging to a Negro. Atlanta, Aug. 31.—(Special.)—’When the 6:55 Central train pulled out of At lanta for Savannah this evening one of the passengers aboard was 'A. «L. Couch, manager of the Dime Parcel Delivery Company. Soon after the departure of the train city detectives were hot on the trail of Couch. Telegrams wore sent to Macon and Savannah fbr his ar rest. Couch 1«y wanted because he car ried away <with him $500 in crisp 'bills which h.ul been entrusted to his keep ing for a few hours by Palmer Jones, a negro soldier in the regular army. Jones, who wore the army uniform, ar rived here -this morning, and crossing the street from the depot to Cuch’s place, asked him to take core of his money for him tbr a few hours. Couch accepted the trust, giving a receipt for the money. Later on he undertook to “Jag up” and in this condition (began to scatter the negro Soldier’s money very freely. When the negro called for his money there was a grand scene, and while he was laying the case before the police Couch left On the Central 'train. THE MUNICIPAL OAASPAJDQN. Atlanta, Aug. 31.—(Special.)—Tomor^ row night will foe an important period In the municipal campaign. Chairman W. D. Ellis, on the petition of a list of members, has called a meeting of the citytexecutive committee for the pur pose of considering the proposition to postpone the city primary until October 3, the date of the state election. It is charged 'that those back trf the movement to postpone want to hold the city and state election on the same day for the purpose of putting the Chaim'ber of Commerce ticket through by trading on the state ticket, The somewhat peculiar condition of sentl- merat on the gubernatorial question would make this sort of trading a temp tation, to say the least. The other side, however, claims that it would help Mr. Aitklnson’s majority to hold the two elections together, this being one of the main arguments used. RTO DEMOCRATIC RALLY. Atlanta, Aug. 31.—(Special.)—Arrange ments have* Anally been completed for the big Democratic rally, it -will be held here on September 7. The speak ers will be Secretary Hoke Smith and Speaker Crisp. Chairman Clay of the state committee will preside over the meeting, which is to be held In the opera house. Secretary Smith will foe Introduced by Hon. Jim Blount of Macon, and Speaker Crisp will .be presented by Col. Albert H. Cox of Atlanta. .HBADQU1AR.T1ESRS REMOVED. But It Is Necessary to Run at Low Wuges Temporarily. *Jollct, 'Ill., Aug. 31.—The leading man ufacturers here say that In some cases they w in lower wages. Lambert & Bishop’s wire mill, a branch of the Consolidated Steel and Wire Com pany, which has been closed since last July, hns given notice that ft will start up in ten days, but with a 10 per cent, cut. This is n great disappointment to the old employes, but owing to the dull tunes, the men will bo compelled to accept the reduction. The Illinois Steel mill of this city will also take a hand In the reduction of wages. The road department, which bos been eloed for three months, will start next week under a now scale of wages, which Is from 13 to 20 per cent, lower than the old scale. MOTHERS !
