It 1s not my purpose to find fault with the board of public works, even though they at tempt to saddle on council many of their own alns, but I must deny that They hive been controlled by Council. The fact Is, this has been a sort of one-mum Institution for a long time and has run counter to council when ever The opportunity was presented.
