The chairs of Aldermen Van, Harris and Dinkier were vacant last night' at the meeting of council, and conse quently Aldermen Collins, Hurley, AU- {.j mayer, Klley, Howes, Sporry, Hill, Findlay and Chairman Carling wore the burden bearers. , The proceeding! of th'e previous meet ing were ndopteu and disposed of and then came a number! of petition^ among which was one from Gabourj" & Noble, the sewer contractors, to have the ordinance regulating sewer pipe connections deferred until the work of laying the sewers had been been ap proved, as It interfered with tho work. The petition went to the board of pub lic works, the sewer committee and tho advisory committee. City Engineer W'iloox presented a petition to run the roadtvgy in the oeh- tre of Third street between Walnut and Mulberry, instead of on tho s.des, as is now the ease. Referred to com mittee on streets. Following this Chairman Carling read a number of bills that were passed In open council. ' On the call for reports of committees, the ordinance committee reported an ordinance on sidewalks that requires all persons putting down sidewalks in the Are limits to use stone, eement or vitrified brick hereafter. At the proper time this ordinance was' put on Its sec ond reading and passed. ■The light committee reported that, in their opinion. It was best to bold in abeyance for tho present the matter of letting out' the contract for lighting the city, and the report was adopted. IJie special committee appointed-'' Investigate the cutting down of trees in Ayres’ Park and to locate Hie blame, made a report in substance as follows: “Wo, your committee appointed to In. vestlgate the Cutting down of trees in Ayres’ Park and to ascertain who Is to blame for so doing, find that no blame Is attached to the public works commission, as tho work was done at regular hours and not Dofore, as re ported, and thut the blame rests with the properly owners In the neighbor hood, who failed to petition council to let the trees remain.” The report was unanimously adopted. A communication from the mayor recommending the further grading «f Walnut street so as to carry out tho work already started and saying that it would co'st about $21000 or S2.MOO, was referred to the street committee, Another communication from tho mnynr asking for authority to sign deeds to property owners on Second street who had been grouted encroach ments, and, on motion, the authority wns given. The mayor and counoll may maintain a force of hands for the purpose of mak ing necessary repairs on the streets, said fores of hands to be under the con trol of said mayor and council. Amend the act authorising the city bf Macon to issue bonds in the sum of two hundred thousand dollars for the purpose of building a system of sani tary sewers so as to provide for the drainage of the city reserve, the build ing of dnalnagp newel's, eke., and to rotund a port of said Issue of bonds as follows: On the completion ot the present sewer work, and after the amount of money required lor such work has Been ascertained, to empower the .mayor and council to refund or exchange said amount of bonds In 41-2 per cent; bonds, the maturity of the same to be gin sixteen yeans from dato of Issue, and' One-fifteenth Of the issue to ma ture annually thereafter. Interest end running thirty years from ante of Issue, provided the same can be done without payment of any premium, therefor. To amend the charter of the city of Macon by a separate act go as to au thorize the Issue of bonds for tbe Im provement of streets, etc., os follows; To authorize the Issuo of bonds to thcamount of 3150,000 in denominations of not less than 8500, as the mayopCnd council may determine; to bear Inter est at the rote of 41-2 per cent, per annum, payable quarterly, and to fall due as follows: 310,000 la 16 years from dbte of Issue, and 310,000 annually thereafter until the entire issue slwi' have been-paid. That It shall be wholly discretionary with the mayor and council whether tray work asked for Is desirable or necessary' and. shall be done or not; and do’application shall be received and no work done for less than an dative block; provided, that the ma jority of the frontage on a block shall not, by a failure to apply for work or by objections thereto have power to defeat an application of the owners of a majority of tha frontage of more than a block, when such application shill Kive Been regularly made. Alderman Sperry Introduced an ordi nance regulating the manner of making tax returns and the payment of tuxes, which was put on Its second reading and passed. Alderman Altmayer Introduced an or dinance providing for a board of .plumb ing examiners, that was put on Its first reading. . • An unsigned ordinance regulating s»wc-r connections and providing for prescribing penalties for violation* was Put on Its second reading and adopted.
