It is a measure that may not suit in every particular, but It is a step in the right direction and the Democrats should support it. If it is defeated in the sen ate the people will know where to place the responsibility. If we fail to pass the bill the Republicans will pass n similar measure as soon as 'tho next congress convenes, and In the campaign of 1896 parade the inability of the Dem ocratic party to icgislate for the ben efit of tho people.
