THE MARKET.
MACON, July 16.—References to our dis
patches will show the'leadera all declined,
probably on better weather and rains.
Fut we call our readers* attention to the
July and August deal as it now stands:
"Th# premium of, July over August has
narrowed somewhat, partially due to the
circulation of notices. The stock of cer-
flcated cotton In New York is now llB.OOOP
bales, only 60,00(1 of which have been
tendered on July so far. From this It
would appear as if some arrangement had
been arrived at between the parties run
ning the July deal and holders of spot
cotton. Whereby deliveries were not to be
made. On weak spots the clique support
July, maintaining a difference of about
lialt a cent over August, but trading n
that month Is becoming very •small.**
If a commanding general In the United
Staten army ’considers it fair to forge
letters to the opposing force and thus
capture the leader, why, In this mimic
war of dollars and bales, It Is unfair
for one set of speculators to deceive the
other, and In lieu of men, capture their
dollars, when cotton was being shipped to
New York and certificated, it was under
stood, for the purpose of delivering on
July contracts, but the clique And- It to
their Interest to settle on condition the
cotton is* shipped out of the country,
end seme body is fooled; Somebody makes
money, and somebody loses It—all fair.
Manipulation requires brains and money
to be successful. For instance, . to force
August cotton 13 to SO points in New
Orleans higher than New York is fine
work.
In the local market wo have a good de
mand and sales were made at 8%.

NEW YORK, July 16.—The cotton mar
ket worked lower today under frequent
waves of liquidation and bear .sellthg,
prompted .by indications of rain in the
Western belt, and by* a better weekly
Crop weather statement from the govern
ment. 'The open ng was steady with prices
3 points lower to 1 point higher. Soon
after tho call- the market stiffened con
siderably on support of the leading bulls,
who were disposed to discount a very
bullhh report from Washington, expected
at noon. The English mnrket was inclined
to. follow whatever move was made here.
Before/midday prices were off several
points from the close on tho previous day
and well down from the high level of
the first hour. The public was timid,
while Wall street and the West were
quick to sell oh the stronger spots. Tho
official report from Washington when Is-
■ued, served to woaken the market. July
sold off ot 8.25. August to 7.70,. October
to 7.61, and January to 7.65. around which
f trices fair buying for a turn was engaged
n. Commission houses bought very lit
tle cotton. In the last hour the market
was feverish and very Irregular. The mar
ket closed quiet with prices 5 to 10 points
loWer.' .

accept profits on sales. Telegraphic In
formation was received during the day

that this market Was very heavily long,
and without continued bull support was
liable to sell off sharply if rains of any
moment came to relieve the ©train. Tho
downward current wns not checked. The
December contracts sold at 7.42. and the
close was about tho lowest. Spots are
quoted steady at a decline of 1-16 with
sales of 1,260 bales. Llvrpool declined 1-16
on spots and a half to l-6ld. down on
futures, while a heavy liquidation has
taken place and tho greatest pressure
P* likely removed from the market. A
fresh advance. Js not very likely, unless
it becomes apparent that prospect of
rains again appear remote.

NEW YORK. July 16.—The cotton situa
tion this morning was practically ’un
changed, small dealing resulting from In
decision on account of the conflicting crop
news and the early weather accounts
falling to show any rain of consequence
except 1.62 Inch at New Orleans, while
there was a general reduction in the tem
perature nil over the South. The grav
ity of the situation In Texas and adjacent
territory does not appear tp be realized
ng yet. Belated reports are drifting In
showing much extreme temperatures at
many points ns to leave no doubt In tho
•mind of people familiar with the plant
Tcxa*. Arkansas and Mississippi, while In
North Carolina the consensus of opinion
Is that tho crop must prove a very small
one: The bear clique continues to harp
on many points In Texas, but fall to ndd
that the unusual conditions last winter
and spring render such a dry spell as
we are now encountering of decided dis
advantage to the growing crop. If not
actually disastrous, as claimed by many.
There was nothing doing this morning,
the trade preferring to await the weekly
government report and early prices
showed alight changes. The government
