WASHINGTON, Feb. 12 - -The hou?c
nadr* slow progress with the sundry
Civil bill today, covering only twenty-
seven pages and leaving forty page*
still to be disposed of. The delays to
day were occasioned by a rather pro
tracted discussion of the Item In the bill
for the maintenance of the White house
and considerable debate upon the Item
appropriating $3,000,000. for the relief of
distress In the Philippines.
Mr. Gaines (Dem.) of Tennessee and
Mr. Fitzgerald '(Dem.) of New York
criticised the greatly Increased coat of
maintenance of the While House. An
amendment to cut In half the appropri
ation for the relief of dlatress In the
Philippines was defeated but the lan
guage of the paragraph was modified
to require annual reports of the :X-
pendlture.of the money.*
When the Item appropriating $80,00)
for the enro, repair and refurnishing of
the executive* mansion, to h#* expended
ns the president might determine, was
reported, Mr. Gaines of Tennessee
naked wljy this appropriation had been
Increased $25,000.
Mr. Cannon replied by calling atten
tion to the enlargement of the White
House and the new executive offices.
These, he said, Increased the expenses.
Mr. Gaines read from the report of
Col. Bingham, superintendent of pub

White House was largely on account
of entertaining done by the president.
