WASHINGTON. Feb. IS.—'The house
today by a majority of two to one re
jected the conference report upon the
army appropriation bill because of pro
visions it contained for the retirement
of civil war offices at an advanced
grade and for permitting officers to de
posit money with the government at
S per cent, interest. The house emphat
ically voted against both propositions
and sent the bill back to conference.
The proceedings upon the conference
report were enlivened by a sharp per
sonal clash between Mr. Hull of Iowa
and Mr. Slayden of Texas. The remain
der of the day was devoted to the na
val bill, but slow, progress was Ynade
only twenty pages being covered.

NEW -YORK. Feb. 18.—The .now
storm of yesterday gave way to clear
ing skies and cold winds, accompanied
by falling temperature. At 8 o’clock to
day the weather bureau thermometer
stood at 6 degrees above zero, the low
est so far this winter.
Dlspntches today from various parts
of the state report temperatures rang
ing from zero to IS degrees below that
point, the latter in the Adirondack re
gion. The snowfall Is the heaviest of
the winter thus far at most points.
The Atlas liner, Alene, arrived here
from Snvanlll.i and West Indian ports
today, covered with Ice and presenting
a hattered uppearauoe. Heavy s«as
werp experienced during most of the
trip. Last Monday night she ran into
cqld weather, and the seas ran so high
that there was considerable difficulty
in navigating the vessel. The men on
decks were fastened by ropes to keep
them from being washed overboard.
IN CHICAGO.
CHICAGO, Feb. 18.—With the tem
perature at 7 degrees below, today's
forecast promises a reinforcement of the
cold wave, which precludes any moder
ation of the weather, and render prnb-
nhle the breaking of the local record for
the season—10 below. Suffering from
the cold today was augmented by a hit-
Ing wind. There is much distress among
the destitute, notwithstanding the best,
efforts of all charitable organizations,
although the scarcity of coal la less
general than In the previous cold spell.

heart disease, aggravated by the cold.
