He Is passionately attached to his

prove or beautify it, or keep it In order
or add to the comforts and con
veniences of living. He haa no taste
for decoration, like the Japanese and
Chinese. Any kind of a cabin of palms
with leaky roof and an earthen floor
is good enough for him. He asks no
more than a pig or a goat or a dog,
is content with a place to He down and
sleep, and it Is difficult to drive him
away from the comer In which he is
In the habit of living.
He Is devoted to his wife and his
family, but will do nothing to Improve
their conditions, make no provision for
their future and wastes his wages at
the gambling table when they are In
need of food and clothing. He will live
on his wife's wages as long os she will
support him alld will let his little ones
die for lack of medical attention. Half

are of children from the neglect of their

Whereas, the General Assembly, at
Its session in 1903, proposed an amend
ment to tho Constitution of this state,
os set forth in an act approved August
17, 1903, to-wit:
Section L Be it enacted by the Gene
ral Assembly of the state of Georgia,
That article 7, section I of the Consti
tution of thin state, be amended by
adding to said section the following
paragraph, as paragraph 2: The levy
of taxes on property for any one year
by the General Assembly for all pur
poses, except to provide for repelling
invasion, auppresalng Insurrection, or
defending the state in time of war,
shall not exceed five mills on each dol
lar of the value of the property taxable
In the state.
Section 2. Be It further enacted. That
whenever the above proposed amend
ments to the Constitution shall be
agreed to by two-thirds of the mem
bers elected to each of the two houses
of the General Assembly, and the same
has been entered on the Journals, with
the yeas nnd nays taken thereon, the
governor shall, nnd he Is hereby au
thorized and Instructed to cause said
amendment to be published In at least
two newspapers In each congressional
district in this state, for at least two
months next preceding the time for
bolding the next general election.
Section 3. Be it further enacted. That
the above proposed amendment shall
submitted for ratification or rejec-
t‘on to the electors of this state at the
next general election to be held, after
publication as provided for In the sec
ond section of this act, in the several
election districts of this state, at which
election every person shall be qualified
to vote who is entitled to vote for mem
bers of the General Assembly. All per
sons voting at said election In favor of
adopting the proposed amendment to
the Constitution, shall have written or
printed on their ballots the words "For
ratification of the amendment to article
section 1 of the Constitution of this
state, so as to limit the levy of taxes on
property for any ono year by the Gen
eral Assembly to five mills on each dol
lar of the value of tho property taxable
