MOULTRIE. Go., Nov. 4.—The
drought to tht« Motion, which has
lasted for - eleven weeka. has been
broken by a slow but steady fall of
rain which lasted nearly twenty-four
hours. The drought had caused con
siderable damage, all the stream* In
the county were about dry.

PARIS. Nov. 4.—Today** sitting of
the chamber of deputies was one of the
stormiest and most heated In recent
years, the exeifcemeat culminating
when Gabriel Hyveton, a prominent
Nationalist deputy, stepped up to Gen.
Andre, the minister of war and slapped
hlH face. After accomplishing this feat
Hyveton retreated rapidly to the up
permost row of seats, taking refuge
behind member* of the opposition. A
tremendous tumult ensued, deputies of
all parties crowding upon the floor of
the hou»e, where a free fight was soon
in progress. Speaker Brisson left the
chair, thus suspending the sitting.
Eventually order waa restored and the
sitting being resumed Byveton's tem
porary exclusion was voted. The of
fender, however, refured to quit his
seat and It became necessary again to
suspend the sitting while he was re
moved by a military guard.
It Is probably that this misconduct,
which occurred Just before the Anal
division, materially contributed to
strengthen the position of the cabinet,
which at one time seemed very criti
cal, for ufter securing a majority of
only two on a preliminary question the
government finally carried a vote of
confidence by an overwhelming major
ity. At midnight the officials of the
chamber of deputies, assembled In
8peaker Brinson’s private cabinet, were
discussing the course of action to bo
taken regarding Deputy Byveton.
Deputies who witnessed the assault
upon the minister of war say that Gen.
Andre was wholly taken by surprise
and was struck with’such violence that
he would have fallen had not Premier
Combes stepped forward and support
ed him. Gen. Andre's face was much
swollen and wa» cut by a ring worn by
Syveton. Speaker Brisson notified the
Judicial authorities that an assault had
been committed within the precincts
of the chamber.

ATLANTA, Nov. 4.—Governor Ter
rell has approved the recommendations
of the prison commission In the fol
lowing cases: Florida Thomas sent
up from Clarke county for twenty
yeara. In 1*90 for arson. This sen
tence was commuted to the time al
ready served—fourteen years. The
time allowed off for good hehavlor
would have given the woman her free
dom within a short time. George
Mathews, convicted of gaming In Bibb
county and sentenced to six months
waa pardoned on Account c)* the condi
tion of his health. John Outlaw of
Johnson county has served 6 months
of a twelve months sentence for sell
ing, liquor Illegally. Ills sentence was
ommuted to present service. John
Drake, convicted of assault to murder
In DeKulb county was pardoned on *c-
ount of the condition of his health.

Settled Out of Court.
VALDOSTA. Ga.. Nov. 4.—The case
of \V. N. Harrell vs. M. M. Smith, In
volving profits of 320,000 on a Florida
land deal, was heard before a board of
arbitration this week. A dispute arose
between the gentlemen over the di
vision of the money. Mr. Smith claim
ed that Harrell was entitled to only
a commission on the sale of something
Ukf 10 per cent, of the profit*. Mr.
Harrell claimed equal division. The
case wo* taken out of court and sub
mitted to a board of arbitrators, con
slating of Judge H. B. Peeples,* of
Nnahvllle. Hon. 8. 8. Bennett, of Quit-
man. and Col. W. E. Thomas, of this
city. The case was argued yesterday
and the board announced last night
that Its findings would be announced
later. Eminent council were employed
on.dach side, and. (hough the case was
a friendly contest, the fight wns wag
ed with great *ame*tness by both
sides.
