new aldermen are to be sworn in will
be held on tomorrow night This will
be nn open meeting vt council und the
new men will be given the oath as pro
vided In the city charter.
At this time the new council com
mittees for the year will be announced.
Business is being arranged ao that all
preparations can be made for the
change at the meeting of tomorrow
night This will admit the new men
to the meeting of next Tuesday night
for the first duty of the year. The al
dermen who are to go out will be pres
ent at the meet ng tonight and fill
their chairs In council for the last time
during the term. Aldermen Redmond,
Massenburg and Burdick wfll go out
at the meeting of tonight. The new
men will be Messrs. Dure, Melton and
Guttenbergcr. Alderman Sloan sue
coeds himself to the place In the fourth
ward.
Seats In council will be arranged
after the meeting of tonight according
to wards. Many new rules will go Into
effect after this meeting also, chief
among them being that which limits
a speaker to no more than five min
utes and to one time upon any sub
ject unless he has permission of coun
cil. Another Important rule will be
that which places a flue of )5 upon any
member who does not present a rea
sonable excuse for absence from a
meeting of council.
It Is stated that these new rules will
be put Into effect at once and the mem
bers of council will be expected to
abide by them. It will be necessary
for the mayor to keep watch on the
man who wishes to speak too often
and, while the members of council took
the new rule somewhat in a humorous
manner, it Is expected that some one
will get called down.

The funeral services over tho

was killed a few days ago, were con

ate had under consideration today the
pure food and Philippine government
bills. Debate on the former was con
fined to colling attention to the Inade
quacy of the protection accorded the
people of the United States against
Impure foods and drugs.
The discussion of the Philippine bill
related solely to the question of tho
guarantee by the Philippine govern
ment of the Income of Interest on
bonds of railroads In those islands,
Mr. Spooner of Wisconsin, and Mr.
Bacon of Georgia, leading In the criti
cism. Tho auggeatlon was made by
Newlands of Nevada, that the
Phtltpplne government should con
struct the system of railroads pro
posed. The debate brought out the
first reference In the senate thla ses
sion to Judge Parker's views of the
Phlliplne question, caused by Mr*
Newlands* quoting from certain utter
ances of Wm. J. Bryan and President
Roosevelt.
Mr. Fcrsker inquired why he had
ignored Judge Parker, nnd Mr. Now-
landa replied that Mr. Bryan for eight
years stood ns the leader of the Demo
erotic party.
No action wns tnken on tho bill and
tho senate adjourned until tomorrow.
