FORT LEAVENWORTH, Kan.. Dec.
22. A mystery which hax stirred up
An undercurrent of the deepest inter
est in the army for more than a year
past will Anally be unraveled if the
efforts of Mrs. Gracia Mitchell of
Guthrie, Oklahoma, come to anything.
Mrs. Mitchell is the wife of Lieut
Marshall Mitchell, a student at the
staff college, who was found d»o<l in
his quarters in August, 1903, with a
bullet hile In his head. Mrs. Mitchell
a bride of a month, and before
her marriage was Miss Gracia Wliit**,
teacher in the public schools at
Guthrie, Oklahoma.
The afternoon of the death of her
husband Mrs. Mitchell was on a shop
ping trip to Kansas City. When she
returned late In the afternoon she
found the body of her husband
stretched on the floor of the bedroom
Of their quarters with a bullet hole in
his head. Hurrounding him was a pool
of cogggulntlng blood. Behind a
trunk, as If carelessly thrown there,
was a regulation nrmy revolver with
one chamber discharged.
The verdict of tho coroner's jury
was suicide. The Only theory thnt
could be advanced nt the time was
that Lieut. Mitchell had killed him
self In a fit of temporary Insanity
For a few days this theory was ac
cepted. Lieut. Mitchell was bright an 1
capable, and so far as known then
hnd not an enemy In the world. He
seemed always happy and cheerful nnd
was devoted to his wife.
Boon, however, the gossips began to
talk, and other thorles than suicide
were entertained. Mrs. Mitchell, her
self, never took much stock In the sui
cide theory, and nlways believed that
her huebnnd l.a I .teen murdered.
Het belief only strengthened the
tales of the gossips, and Anally ho
much interest was manifested In the
ci»«o that an officer of tho Inspector
general's department of the army
was sent hero from Waslngton to In
vestigate. lie remained nearly a
month, but what his report was no
one here evor learned. If the report
expressed the belief thAt Lieut.
Mitchell committed suicide, there Is no
doubt would have been made public.
Tho fact thnt the report remains
hidden In tho archives of the war
department to this day only strength
ens the belief that there Is a mystery,
the details of which would prove of
most absorbing Interest to tty} public,
In Lieut. Mitchell's death.
As aoon after the funeral as Mrs.
Mitchell could settle her AfTalrs she
returned to Guthrie and has lived
there since. Lately she has deter
mined to clear up the mystery of her
husband’s death, and has an attorney
preparing to look up the facta In con
nection with It.
Black is a candidate for Senator De
pew's place. Mr. Payne continued.
"Mr, Black’s friends knew all along
that be was In the field, but now he
Ir, ready to come out openly and make
his fight for a seat In the senate. It is
certain that he will be elected. All
this talk about the sentiment of the
party being for Depew is nonsense, and
that conference yesterday ‘did not
amount to a row of pins.”
Before leaving for Albany today'Gov-
ernor Odell received the committee ap
pointed by the conference called by
Senator Platt yesterday. After the
meeting former Lleutertant-Oovernor
Woodruff, chairman of the committee,
Said*.
"The governor told the committee
that ho was very glad to receive In
formation from every source with re
gard to the sentiment of Republicans
hroughout the state ond of party lead
ers here. He further said that he was
giving the matter the most careful and
constant consideration, and ills whole
desire was to bring about the result
that would best serve the Interests of
the Republican. party."

USELESS, BAYS NICK.
ST. PKTBKSHURG. Dec. 22.— Emperor
Nicholas formally notified tho country to
day that the agitation ror n constitution
and the convocation of a national assem

placed upon the endorsement written In
his own hand upon resolutions telegraphed
by the Cernlgo senvUvolst* to present
rogram of reforms r«»r consideration,
emperor wrote on the dispute!)
tlons of state administration are of no
concern to the semstvos. whose functions
and rights are clearly defined by the law."
The endorsement Is printed In the off,
cla! Messenger this morning, dashing tr.~
hopes of the extremists. It did not come
as a great surprise. Tne emperor from
the beginning, nlthntigh he has sho
himself favorably disposed towards
more liberal reglmo and In entire sympa

had resolved not to yield the prlnclplo of
autocracy.
The Associated Press, however, was In

should not be attached to the emperor s
action, which It Is believed, he took lu
a moment of III humor.

announcement thnt four Japanese

proceeding west from Singaport Is re

not hollered, however, that such
small squadron can have been sent out

offensive operations, but it Is regarded
as mere probable that It Is the pur
pose of thla squadron to keep a sur
veillance over the two detachments of
the Russian fleet which are expected to
soon unite In the neighborhood of
Madagascar. It la generally believed
that Vice Admiral Rojeetvensky
tends to establish a naval coaling base
on some small Island between Mada
gascar and the Philippines, and that
the Japanese cruising squadron hopes
to mark down the rendesvous for Vice
Admiral Togo's information. The hope
Is expressed that Admiral Rojestven

Ti)e crushed stone Is procured from
a gravel bed near the Auburn branch,
and the cold weather haa caused the
snake, along the branch to seek the
warm Interior of the earth for their

sought refuge In the gravel pit, for
there their descent was easy on nc-,

picks of the workmen ruthlesaly un

the laborers say that fully 1,000 snake,
