SENATOR PELDER EXPLAINS NEW CONVICT LAW—SCHOOL FOND NOT AFFECTED—UNIQUE CLAIM FOR DAMAGES. Tha matter of enlarging and Improv ing tha county courthouse was brought op In the meeting of tha county com missioners yesterday by tha receipt of a communication, signed by Tax Re ceiver Anderson. Tax Collector Jones and Sheriff Robertson. This communication was a request that the commissioners provide . them with offices other than thosa In the basement of the courthouse they now occupy. These offices are Insanitary, unsightly and unfit for the purposes I for which they are now used. Three j of the force employed by the tax col lector. Including himself, and four of the sheriffs force have been sick with fever caused by the Insanitary condi tion of the office* complained of. The commissioners said that they ere anxious to change the offices, but that there was no way to do this un less the building was enlarged In aomo way, either by adding another story to the present building, or to enlarge by building on the side next to the Grand. The suggestion wax made that ms It was Impracticable to add an other story, the tower and other things being In the way, the only feaalble plan waa to extend the building to the <»rand building, the county owning that properly. In thla way the city court room could be put on that aide, with offices for the officers making com plaint, and alao for the board of edu cation which waa now costing the county fifty dollar* per month In rent ing another bulldlnv. and also for the county treasurer. There would also be room 1*7 a third court which sooner or later would ho required. After discussion. Jt waa finally de cided that the architects of the city be requested to have their plans for the enlargement end Improvement of the courthouse nt the meeting of the commissioners two week* off. Uteris tor T. H. Felder appeared hr- fore tho commissioners at their Invi tation and explained In detail the working of the new convict leave law recently enacted. He said the law did not affect the school fund In any way, fhnt fund having been provided for. He was asked the question how the county could take on more than Its quota of convict* and maintain them. He *4 Id that waa a matter of finance with the commissioners. The present law a* to counties mak ing appropriations for the maintenance of roads does not allow over alx per cent of the county's revenue, and for nibh county this Is $15,000. and this la absorbed by the maintenance of the quota of forty-six. Anything over thla amount must come from other sources, principally tho general expense ae. Hlbb county Is now entitled, under the new apportionment, to four more con victs, though under the law the coun tv can get more If able to maintain them. *- An Invitation to visit Atlanta on rood roads day was. received from tho llaae Threkhlng Machine Co., exhibit ing up to date rollers and traction en gine*.
