CHICAGO. Oct. 7—A picture of days
when stately ships shall carry tha rich
products of the central states from the
Greet Lakes to the Gulf of Mexlce
through a deep waterway, returning
with products of no lees value, wae
conjured up today before the dele
gatee'and visitors to the third annual
convention of the Lakes to the Gulf
Deep Waterway Association by able
speakers headed by WlUlam H. Taft.
Today's utterances were authorita
tive for they came from Secretary
Saunders, of the association; President
Kavaneugh. head of the organisation;
Gov. Cbas. S. Deneen, of Illinois, who
spoke of the first link of the great
waterway, the Chicago drainage canal
and W. H. Taft, who had general eu-
pervlslon In Washington of the build
ing of the Panama canal until he re«
signed to become the presidential nom
inee of the republican party.
The need of auch a waterway wae
Insisted by every speaker. The ques
tion of transportation, It was declar
ed. Is the most serious question with
which thle country has to deal. Mr.
Toft's Insistence that the deep water
way and the conservation of the na
tural resources were related subject*,
which called for Immediate action,
elicited great applause. Ills statement
that the waterway was not a project,
but a policy, found a ready response
In cheer* of hie auditors.
“We find," aald Mr. Taft, “that dur
ing the ten years ending with 190S the
internal commerce of our country In
creased 118 per cent, while railroad
transportation facilities during the
same time increased only 20 per cent.
It hes been pointed out that to supply
this deficiency by the construction of
additional railroads and neccesstry
terminals would require a capital In
vestment of 81.600,000.000 end this con
struction when complete would make
no provision for the further increase
of our commerce.”

In the afternoon four special trains
carried the visitors on a tour of In
spection of tha Chicago dralnngo canal,
the stupendous work Instituted to die-
pose of Chicago's sewerage and which
some day, th* delegatee hope, will form
a part of a deep channel to the Gulf
of Mexico from Lake Michigan.
Tomorrow there will be two ses
sions of the convention. At the fore
noon session W. J. Bryan will make
an address and In the afternoon the
principal speaker will be Gifford Pin
chot. chairman of tho National Con
eervaflon Commission and head of the
forestry division at Washington. Ten
