Some time ago differences arose be
tween the clerk of the market and
several countrymen bringing produce
In the city for sale, and offering the
same In the vicinity of the market
building. One of the renters of a
store on the east side of Poplar street
would not sign the rent notes for an
other year under the ruling of tho
market clerk as that official construed
the law as to the Jurisdiction of the
market regulations. The matter wus
finally heard by the market commit
tee and their report recommended that
the city attorney draft an ordinance
embracing the ruling of the market
clerk as to the territory coming under
the regulations and other matters.
The ordinance submitted on Tuesday
night was that which was drawn by
authority of the committee’* recom
mendation. ,

market clerk had Jurisdiction was the
center of Poplar street from Second
to the center of Flrat street. Huck
sters and othera bringing produce to
market and atopplng their wagons
within this territory were considered
subject to the market fees.
Now and then there would be some
to stop their wagons on the far slao
of the street and sell without fees, but
seldom was this done.
It was a case of this kind t^iat
brought up tho contention between the
clerk and a countryman, and tho ordi
nance la Intended to clearly define the
limits.
The ordinance gives the territory as
follows: Poplar street, from Second to
Cotton avenue. First street, from al
leys extending from First to Second,
on each aide of Poplar.
This means that on First street the
boundaries would be from Bloch’s
grocery store on the alley to the alley
below Newman's bakery, and on Sec
ond from Willingham’s warehouse to
the Crescent laundry*
There is also a change In the hours.
In the wlfflcr time Instead of onening
at daylight on Bnturdnvs until 10
o’clock, the hour Is extended to 1
o’clock In tho summer the onening
hour Is S r. m. Instead of dnvllght.
In the afternoon for Saturdays, tn

Death by poison of two servant# in
the home of Rev. Carter Helm Jones,
pastor of the Baptist Church here, has
started an Investigation to determine
whether pohton was meant, for the
minister by persons In Lynchburg. Va.,
who objected to his ..marriage to a
woman of tho Methodist Church. Dr.
Jones says ho does not believe the
polRon was meant for him.
Edward and Laura Davis, servants
In the household of Dr. Jones, were
found dead. Besides them waa & bot
tle of whisky and a bottle of black
berry brandy. Ths brandy had been
brought by Dr. Jones’ family from
V Dr " Jones was pastor of the 'Broad
way Baptist Church In Louisville for
vears. About a year ago he went to
Lynchburg. Va., to take one of the
largest churches there. He married

The deputy doesn’t take to the new
rule with n great deal of pleasure. Un
der tho new Instructions Issued by the
prison board ull convicted prisoners, of
every color, size and sex, will bo meas
ured. examined i*nd questioned. These
Instructions * emanated In compllaneo
with a provision of the convict law
which was recently passed by tho leg
islature.
The Instructions make tho duttea un
desirable In tho extreme. Some of
tho Information which the dorks ot
the courts must obtain will be difficult
to secure, but they purpose doing the
best they can In the absence of tho
Instruments which they think tho atata
ought to furnish. Tho examination 1*
similar to tho Hertlllon system. The
fact* required are: Name, color, cex.
age, crime, court, sentence, date of
conviction, height, color of hair,
weight, color of eyes and apparent
physical condition.

In carrying out the Instructions, re
mains to be learned. Neither Is there
a rule or yardstick or tape measurs

Justice and none are provided along
with tho Instructions to the clerks.
One of the court officers suggested
that tho new provision of tho law pre
sumed that all clerks were Rertlllon
experts and men of a wide range of
knowledge, and alnce he was presumed
to be able to carry out such Instruc
tions he would go about his duty will
ingly and cheerfullq. Intimating that

criminal documents of the mod Is be
lieved to he h splendid means to hold
In cheek certain classes of criminals.
