Statea court convened yeater- day morning In the new federal of fices, with Judga Emory Speer preaid ing. Aside from the assignment of cases, the most interesting transaction of the session was the dismissal of the con tempt cases against ex-ChJef of Police Granville Connor and ex-Clty Attor ney Minter Wimberly from the docket. The cases grew out of the refusal of these two officials to .obey an order issued by the federal court In regard to the taking of a prisoner from the city chalngang. In nol prosslng the cases. Judge Speer said: "These cases have accomplished their purpose. We have now an effective and humane administration of the mu. niclpal criminal law in this community. The conditions of tho prisoners have bcon much ameliorated. "Tho public conscience has bcon ao awakened to the enormity of the chain- gang as It was when these cases ware brought, that not only did our own supremo court of Georgia sustain the views of this court on the merits of these cases, but the people themselves, lurgely through the Instrumentality of one of our distinguished representa tives erased from the escutcheon of the slate the stain of the chalngang lens.v horror. “The movement generally has result ed In great strides toward humanity and constitutional Justice." Mr. J. K. Hawkins, of Dublin, was admitted to practice In this division of the federal court. A writ of error was filed In the case Will Memmlngor vs. the Postal Telegraph Company. Malachi Maddox was charged with obtaining money under false pretenses. In consequence there was a large number of his flock In the court room, some believing In his in nocence, and some in his guilt. It seems that tho churcn wan divided as to the Rev. Malachi. and the two fac tions were represented. One of the officers of the church, and who was evidently the leader of the opposition to him, was the first witness. Sat urday nlgit two raids were made on crap shooters, and ten negroes were arrested. Seven were caught over a furniture store by Policeman Forehand and Deputy Sheriff Raffleld. There were nine negroes In this party, but two Jumped from the second story window to th«.* ground and escaped. Neither Is known to have been hurt by the Jump. Three of the negroes were caught on tho steamer Katie C. There was quite a bunch of negroes on this boat shoot ing crap, but when Chief of Police Hightower and Policeman Phelps ar rived on tho scene several Jumped In (the Oconee and made their escape. On« negro. Kidney Tucker. Jumped In the river and caught to the rudder of the Poet and remained there for an hour i ahd a half with only his head above I water. When found and taken out he I was nearly frozen to death. It took 1 that h® would have drowned In a short tlmo, as his strength was almost gono.
