The recommendation of the road commissioners yesterday to the coun ty <6QMllflsioiovB that 166 convicts be taken from the state for 1909 Instead of the 46 now taken, brings. upt an informal proposition made a ittnrt time ago by Chairman John T. Moore, of the county oommlsslon'trs, to Mayor Miller. In substance, this proposition was for th® county to take the 106 con victs. and leave half of-them to work continuously on the city streets nnd the other half on the county reads, all under the supervision of Superintend- ent Wimbush. Th® city Is to main tain the 60 men and keep them at Its quarters. This means that the city Is to feed and clothe the convicts, pay for guard hire, eto. It Is argued in favor of this propo- sltlon that It Is not omly economy for the city, hut will be tho means of se curing better streets. Tho cost of the convict t® the coun- ty Is 260 a year, which Includes his en tire maintenance, food, clothing, guards, eto. Aa the city tya It* guards, stockade, etc., the cost per oonvlct will be the aame. The city pay* ii dollar per day for Ita free la bor, with an average, say, of 25 hand*. This Is 226 a month for the tree labor ns against 25 a month for tho convict. Tho cost of the 60 convicts will bo $3,000 a year as against 29,000 for th* free labor, to say nothing of the vast amount of more work done. The city will have In addition to the 50 state convicts, the output of the recorder's court, averaging about 26 n month. This will, bring the cost up 24.500 a year, but tho city will have 75 convicts at work on the street continuously. Instead of the flftv free labor and convicts at present, and at about half the cost as at pres ent. This proposition has been discussed by the county commissioners in an Informal wny, and the suggestion Is thought to be a good one. Nothing has been heard from the city. Some of the commissioners said yesterday that It was not likely that Bibb would take th" 100 convicts un less the city agreed to the proposition abovo mentioned. They said It was likely that they whuld take 60 men, however. They regard the suggestion made by Mr. Moore a good one, both for tho city and county. At presc%t the chalngnng works twenty-flve per cent of Its time In the city. If the suggestion Is adopted tha county will have the whole time of Its convicts, and Instead of twenty-flve per cent of time being lost In city. And lnste«d of doing without the convicts aeventy- flve per cent of the time the city will have a full force of conviota on the streets all the time.
