It Is proposed that Bibb county take
the 100 convicts and thaao the county can
obtain without paying anything for them.
The county will place 10 of those with tha
city to work all tha time on tha streets
of ths city proper, the city to pay for
their keep and maintenance. The other
10 to work only on the county roads.
The advantage to the city la claimed
to be this: In tha first place there is a
guaranteed force of It convicts at work
nil the time on the streets of the city.
In addition to such short term convicts
as may be sent to the gang from the re
corder's court.
In the second place there Is tha econ
omy. Tha county offers to pay to tha
city $2,000 a year toward tne mainte
nance of this force. The cost to the
city to have and absolutely control this
gang of »0 men Is about 62.2.V) plus ren
tal of quarters, this being st the

to set these convicts from the state. It
would have to pay 1100 each for them,
but by getting them through the county
they coal nothing.
The advantage of this plan to the coun

then depend on a guaranteed force to

gang to be brought Into the city to work
on the streets. And, and all the streets
being now under the control of tha county
so far ns keeping them up Is concerned,

AN ELOQUENT APPEAL

Another case somewhat out of the or
dinary run was heard In the recorder*
court yesterday morning, when the cas
of larceny against two ll-year-old negro
boys, Jim Taylor and Jim Howard, waa
called.
On© of the clerks at the Kress store
testified to several boys having paid soi
ersl visits to the store on Tuesday, and
that several dollars' worth of things were
taken. In the afternoon he managed to
catch tho two In store, one with a pipe
and the other with a harmonica. They
were turned over to an officer.
It was while the trial mas In progress
that an old negro man walked up to the
bar and said his name was Oep Banders,
nnd that the Taylor boy was the worst
bar and said his name was Oep Banders,
and that the Taylor boy was the worst
bo-- In VlnevJIle. and that he wanted him
sent up on the charge of carrying con
cealed weapons. Ho said that two. weeks
ago when he got after Taylor for some
of hla devilment. Taylor drew a pistol
from his hip pocket and threatened to
shoot him. *\
Then another man came up to the bar
and said that Howard was his son. It
Is seldom that so strong, or as eloquent
an appesl Is made In the recorder’s court
as that of this hard-working negro to be
allowed to take his baby boy, as he
called him. to his home. He told of the
had influenc e of the Taylor .boy. and
how he and his wife, both of them hard
working. had tried to keep their boy
sway from Taylor, and what Influence
Taylor had over him. Although this ne
gro was black and nothing more In ap
pearance than an ordinary day laborer,
so well did he plead for the boy that
there was hardly a man In the room
who did not want the court to send the
bo* with his father.
