Wa would recommend that soma provision be rnad« whereby the grand juries may be enabled to employ an whereby the grand shied to employ an expert to adult such of tha booka of the county officials as may, in tha opinion of the grand Jury, bs necessary. We be lieve thla is necessary for tha reason that very few of tha members of our average grand Juries are expert account ants, and they nave not th* time to spate from their own personal business, in ad- rittinn »n the time consumed In tha a**- Jury, to go thoroughly Into this * have taken the llt.erty of pre- I'jggestlve bill, a copy of which MHEHlnr rMRPEHWIHP tborlxe grand Juries empanelled at th# "An fall tirms in*l lur! . . „ ...Jof the superior court of the I various counties In tots state, to appoint auditors or expert accountants In their discretion, to audit and report upon the books of any or all of the various county officers, to fix the compensation of suen auditors or accountants, and to require said auditors and accountants to file a written report of their findings with tha grand Jury causing tha examination, or with th« succeeding grand Jury, and mak ing It the duty of the grand Jury receiv ing such report, in call the attention of the court to any discrepancies. We be- Have that Illhh county has exceptionally —il men filling the various positions trust, and they are doing faithful .. .k: but we believe It Is due them and due to the county that a thorough aud iting he within the discretion of tiie grand Juries. Second. Tha fact han been repeatedly brought to the attention of our body that "blind tiger*" nr« ix-lrg operated In tbs county outside of the city limits and In deflnnre of law. It Is humiliating to say tliat wo are unable to cope wltn the altuntlon. Third. We recommend that suitable quarter* be provided bv the county com missioners for the tax collector. Wo And, upon Investigation, that the office formerly occupied bv this county official In the basement of the court house, won very unsatisfactory, and conditions were such that the occupancy of the office resulted this year In both the tax collec tor himself and each of his assistant*, having spells of fever, and that even those who were employed to take the place of others that were III, as a result, suffered In the some way. This Is cer tainly not to the credit of Hlbb county, and If the county Is not able to provide suitable quarters, which do not endanger heslth In the court house building, it should. In our Judgment, provide or as sist at least In providing quarters else where, until the offices In the court *■'juse ran be made tenable. Fourth. We would recommend that ...ore attention be paid upon the part of the proper officials to the carrying out of the laws relative to the observance of the Hsblwth.
