Dec. 4—Investor* desiring u share , of the new issue of , $30,000,000, Panama canal 2 per cent 8 old bonds will hav* to hurry, as the Ime allotted by the treasury depart ment for receiving aubacrlptlonw will expire at the cloae of bualneaa tomor row. According to unofficial reports, the subscriptions are already far In excess of the amount to be Issued, despite the fact that the bonds will command a premium and will bear only 2 per cent Interest. The bonds will be dated Novem ■her 1, 1908, thus making thte a new Issue, and interest will begin as of that date. They will mature In thir ty years, but may be redeemed In ten years. Bach bid must be accompan ied by a certified check for S per cent of the amount of the bid. What Spooner Act Providss. The Spooner act providing for build ing the canal authorised the Issuance of bonds to the amount of $180,000,000 and under It there have already beon two sales, one aggregating $10.000,ooo and the other $24,000,000. Tho pres ent sale will bring the total up $84,000,000. leaving but $44,000,000 more to be sold. Secretary Cortelyou said that no significance attaches to this Issue at this time; that the expenses of build ing the ennnl warrant the Issue of more bonds. The cost of the big ditch has thus fir exceeded the amount realized through selling bonds by more than $28,000,000. The additional sums have beon psId from the working balances on hand In the, treasury. Today this working balance aggregates but about $18,000,000, and It Is considered Inex pedient to reduce U further. Legislation May Be Necessary It Is evident that legialatlon will be necessary In the near future to pro vide funds for continuing the canal work. When the remaining $40.00o,- 000 authorized hns been expended the Issunnce of additional bonds must be authorized as the threatened heavy deficit In the treasury will not per mit the application of any more ensh from the working balance. In fact. It Is probable congress will be request ed to make good the $28,000,000 al ready paid from that aource. For the approaching Issue the cou pon bonds will bo Issued In demonl- natlons of $20. $100 and $1,000, and the registered bonds of $20, $100, $1,- 000 and $10,000. They will be ex empt from all federal taxes or duties, as well as taxation In any form by state, municipal or local authority. The bonds will be available to nation al banks aa security for circulating notes and recelvablo as security for public deposits in national banks. Thw law forbids their sale at less than par, and provides that all citizens shall have equal opportunity to sub scribe for them. In considering the bids the secre tary will award the first allotment to the bidders offering the highest prices and of two or more bidders offering the same prices those asking for the smaller amounts will have priority. THE SMOKING CHIMNEY A call was received at the fire de partment headquarters yesterday aft ernoon. that turned out. upon Inves tigation, to be a false alarm. The chimney on the house at 843 Walnut street was smoking furiously, and the occupants of the houso be coming alarmed, turned In an alarm from Box 14. Today the golf tournament that has been on at the Log Cabin Club since Thanksgiving Day, la expected to reach the semi-final round. W. G. Solomon. Jr., will play Chris Sheridan, and W. C. Redding will play the winner of the match. As to who will win the championship Is very much In doubt. Solomon at his best Is one of the beat players that appear on the links, and Dr. Belden la a good one, now being regarded aa a strong favorite for first place aa W. C. Redding. No matter who wlna, some exciting games are expected, and the finish *s bound to be a cloae one. The golf links at the cabin are now being Improved. Hundred and twenty yards are being added to the length of the course, and & new hole la being laid out, and will be put Into use be fore the Christmas handicap tourna ment. A new putting green la a I no In course of construction. These Improvements and additions to the golf links will necessitate an Increase In the bogey of the course.
