A suggestion that may have some gum in it Is now made to the mayor and council, that In making up the license and tax ordinance for the new year In reference to the tax on dogs, u new und novel tax b«* imposed. The present tax per dog la one dol lar. and this Includes the badge, ard this badge Is worth some few cents, which really makes the tax less than one dollar. The most vicious dog In the city in thus allowed to roam the streets of the city for that amount. The lives of the people are at stake, and at the mercy of any dog that may go mad. As a matter of expense to the city. It should be remembered that the city pays the dog-catcher fifteen cents for every dog he kills. As he kills sev eral hundred in the course of a' year this Item alone Is considerable. Tho report of the chief sanitary Inspector reports 917 dead dogs removed to the crematory last year. Here's where the suggestion comes In. Instead of the present Issuing of badges to show that tho tax has been paid, every dog should be required to be vaccinated. It has been discovered that to vaccinate a dog will prevent him from going mad, or, if he goes mad. It will he a mild case of the rabies. To carry, out this suggestion, it would bo necessary to pass an ordi nance making the vasclnatlon compul sory as to dogs, for which one or two dollars will bfe paid By tho owner,and the badge will beetle certificate of vac cination. Every dog running at large without this badge to certify that It has been duly vaccinated will bo shot. The man who makes this suggestion Is modest, but he wants# the city au thorities to consider It, and he believes that the more the suggestion Is studied the morp It will strike the authorities as being the safest and sanest end most humane method of nettling the dog proposition. He says that if they will consider that the present badge signifies nothing more than that the owner of tho dog has paid one dollar for it; that there were hundreds of people bitten during the past year by mad dotfs, and that they were put to considerable expense In going to tho Pasteur Institute, and it will be the same old thing tho coming year, then he thinks they will realize that tho only way In which lives may be saved as welb as dollars is to try the vacci nation plan. Tho orchestra and glee club of tho Tech school will give an enter tainment In ilils city on Tuesday even ing, the twenty-second. ThU announce ment will at onco arouse Interest in musical and social circles. Tech has many friends In Macon and many alumni who will be glad to see and hear what the Glee Club can do. This school has an enviable record for high achievement In educational and athle tic fields; the musical field is a new one, but tho same high standard will JotthUtu be maintained here as else where. * This la the first year the Tech club has made a tour. Last year tho suc cess of the performance in Atlanta was so great as to insure a perman ent musical organisation at thp Tech. The Initial performance on tho 19th was (or, promises to be) moro suc cessful still, and the club starts on Its tour .with every assurance of success. Entertainments will bo given in Ma con. Griffin and New nan. It Is prob able that a longer trip will be taken after the holidays. Forty student* compose this musi cal organization of glee club, orchestra and banjo and mandolin club. Tftev have been working hard for several wndar the direction of Mr.jYH- 1 lam Arnand, organist nnd choir aired*' tor of All Saints’ Church, and under his efficient Instruction they have made wonderful progress.. The program of entertainment * is sure to be both varied and interest ing. There will be selections of the orchestra and by the banjo and man dolin club; solos both vocal and instru mental. and chorus work In which forty members of the club take part. Several novel features will be Intro duced, and the entertainment promises to be anything but one of the stereo typed variety. The boys put them selves Into the music, and the enter tainment goes oft with the dash and enthusiasm of a spirited athletic con test. For the past week friends and alumni of Tech have been busy making arrangements for the appearance of the glee club here. They are espe dally anxious that an enthusiastic we] corns be accorded the boys on thetr ftrat appearance here* Parties arc be ing formed to attend tho entertain ment. and a large ciowd will be in at tendance to hear the Tech boys play and sing. BE CAREFUL TO WRAP XMAS GIFTS SECURELY THEY HAD READ OF THE DISTRI- BUTION OF MEAL TICKET8 AND WANTED THEM. Yesterday was the day designated by the county commissioners on which to distribute the usual tickets to the paupers of the county. The regular day falls on Christmas day. but in order that the unfortunates might have something in advance, it was decided to issue tho tickets yes terday, one week ahead of time. In addition to this, it was decided to Is sue two instead of one ticket to those entitled to them. But in some way all the poor of the city thought the distribution of the charity would be general, and they as sembled at the court house In droves yesterday. There are Just one hun dred names on the county's list of paupers, but yesterday the number of applicants for the tickets went into the hundreds. * Clerk Bowdre, one of the most char itable of men. was In a stew. It was his suggestion (hat two tickets be given In place of one. and he was so anxious that the poor creatures should be provided, that he had the announcement made that the bene ficiaries should come yesterday. But bo did not bargain for the coming of all the unfortunate creatures in Macon who are too proud to go to Roff Home, or for other reasons prefer to keep away from the commissioners by whom they could be provided for, and they flocked to the court house in crowds. There was nothing to do but to ex plain that-he had authority to Issue tickets only to those whose names were on the regular pauper list, and turn them away. "It certainly showed how widely read The Telegraph Is," said Mr. Bowdle yesterday, "and what a success It Is as an advertising medium." "Have you tried ClinohfieM. A package loosely wrapped, or Incor rectly addressed Is apt to go astray or even become entirely lost,- for this rea son tho postoffice authorities In Macon have compiled the following sugges tions, that will prove of great benefit to those sending gifts through the mails during Christmas time. 1. Have your packages wrapped se curely, but without sealing, in stout paper. These packages are thrown to gether in canvas sacks; the sacks aro priled on top of each other and your pack may be subjected to great weight over it and crushed or when the sack fs emptied It may be torn. 2. See that your package is accu rately weighed, In order that the full amount of, postage required may bo affixed *ln stamps. Unless fully pre paid it will not leave the office. Hun dreds of packages last Christmas wero either delayed or never reached their destination by being short paid, Re collect that postago Is rated by ounces. Scales that do not weight ounces will not give correct weight. Ample ar rangements will bo made at the post- •ofBlro |#or* correctly fwetfgtoing jfour packages. 3. Write your full ’ address, giving street and number on the lower left- hand corner of your, package, preceded by the word "From." In this case, if It Is wrongly addressed, or short paid, you will be immediately notified by card, and can correct your error with out delay. Othrnvlse tho addressee will be notified to send the short postage. 4. All printed matter excepting news papers and periodicals, duly entered, and including engravings, photographs, etc., are third class, and require 1-cent postage for every two ounces or frac tion thereof. Newspaper^, etc., regular ly entered as second class matter, re quire 1 cent for every four ounces, or fraction thereof. Merchandise requires 1 cent for each ounce or fraction th"»*'»- of. Packages aro limited to four pounds In weight. 5. Any writing In theao packages subjects them to first class posldg*, and renders the party liable to a fine. These packages are Inspected before leaving the office, and should bo so tied up as to be easily examined. 9. Valuable should bo reg istered, as such r s now careful ly handled and . . :d.
