Repert on tie Whittaker Case.
Washington November 12.—Tlie an
nual reports of the military commanders
were made public to-day. General Au-
S r, commanding the Department of the
utb, reports the health of the troops at
all points in his department as excellent.
The garrisons at Fort Barrancas and Key
West were removed for 3anitary reasons
to Little Bock, Arkansas, and Tamps,
Florida, but will be returned to tlieir
proper stations December 1st. The re
port refers to target practice in the De
partment of the South, to the discipline of
the troops and other minor matters, and
recommends some changes in the military
courts.
The report of General Schofield, com
manding the department of West Point,
is mainly devoted to the case of Cadet
Whittaker, upon whom an alleged out
rage was committed in April last. Gen
eral Schofield says: “The fraudulent
character of the outrage was fully demon,
strated within a very few hours of Its dis_
covery. Indeed, the fraud was so trans
parent that it couid not have possibly es
caped almost immediate detection. The
Investigation made by Col. Lazello show
ed to all who knew the facts, and were
aualified to judge, that there was no
ground for even suspicion that any other
cadet than Whittaker participated In
had any knowledge of tho outrage.”
The report then reviews the proceedings
of the court of inquiry in the Whittaker
case, aud the result, and makes the follow-
i ng remarks with regard to the treatment
o f colored cadets at West Point In geneial:
“Every lawful right of the colored ca
dets has been securely guarded by the offi
cers of the academy, and they have been
invariably treated with meat kindness and
indulgence. Their social relations with
their fellow cadets, however, lave not
been wuS* they appear to have been led
to expect.
Military discipline is not an effective
means of promoting social intercourse or
of overcoming social prejudice. On tlie
contrary, tlie enforced association of white
cadets with their colored companions, to
which they had never been accustomed
before they came from home, appears to
lave destroyed any disposition which may
have existed to indulge in snch associa
tion. Doubtless this was due, in part, to
the bad personal character of some of tlie
young colored men sent to West Point,
and, in part, to the natural reaction against
an attempt to govern social intercourse by
military regulations.
“The military academy cannot be made
a favorable place at which to first intro
duce social intercourse between the white
and black man, and West Point will at
most only be able to follow the example
of the country at large in this respect.
It does not seem a reasonable expectation
that young men of a race so recently
emerged from a state of slavery could
compete successfully with those who have
inherited the strength gained in tlie many
generations of freedom enjoyed by tlieir
ancestors, and it was an act of doubtful
kindness to the colored race to force them
into such uneqnal competition.
Tlie authorities or the military academy
caunot even attempt to establish social
rules different from those which prevail
among the people of the United States,
whose sons are sent to West Point for a
military education. The difficulty sur-
roundiug this subject is aggravated by tlie
somewhat common error of ascribiug
it to unreasonable prejudice agaiust
race or color. Tlie prevailing prejudice
is rather a just aversion to qualities which
the people of the United States have long
been accustomed to associate with a state
of slavery and Intercourse without legal
marriage, and of which ‘color* and its va
rious shades are only external signs,
That feeling could not be removed by
the simple act of enfranchising the
the slave. It can only be done by educa
tion and the moral elevation of his race.
That great work has only been com
menced, aud it must of necessity _ require
much time. To send to West Point for a
four years’ competition a young man who
was born in olavery is to assume that half
a generation has been sufficient to raise
the colored man to tlie social,
moral and Intellectual level “lilcli
the average white man has reached^ in
several hundred years. As well might
the common farm horse be entered in a
four mile race against the best blood in
herited from a long line of English racers.
The natural result of such false assump
tion was fairly illustrated in the recent
unfortunate case of the colored cadet
Whittaker. Tho education and elevation
of the newly enfranchised race is a work
worthy of the united efforts oi all good
citizens; but that work cannot be ad
vanced—It must rather be retarded—by
forcing colored men iuto official positions
for which they have not yet become duly
qualified, or into social relations where
they cannot l»e Ireely welcomed. The
colored man cannot be truly free until he
becomes Independent of such extraneous
aid, and the degree of his freedom cannot
be increased by depriving the white man
or a portion of the liberty he has always
enjoyed. „ .
“Whatever just cause of self-reproach
any portion of the people of the United
States may have for neglected duty to
ward those who have been so suddenly
raised from slavery to the full responsi
bility of citizenship, the officers of the
military academy have, only to reproach
themselves for a too zealous attempt to
accomplish what was manifestly impossi
ble, in thflr desire to do ail in their power
for tlie unfortunate'colored boys placed in
a false position, and their too faithful ef
forts to carry out tho policy, however ill-
advised, that had for its aim to secure to
the newly enfranchised race the fullest
possible enjoyment of ail the rights and
privileges of citizenship.”

Future Tariff Reform.
The Journal of Commerce appositely
says: “It will prove little more than an
empty boa t to speak of the late election
as a ‘triumph for protection.’ The tariff
question, as a practical issue, is not mate
rially att'ccted by the result. It is a theme
of rejoicing for all genuine tariff reform
ers that they are no worse off at the end
than at the beginning oftbe Presidential
campaign. In one sense they are better
off. • • • In complete power in
Congress the Democratic party tasdone
nothing to reform thotariffexcept to make
quinine free, and the Republican votes
had assisted In that. Nothing could be
more audacious, a Iroit and brilliant than
the Republican raising of this pretended
issue of tariff reform. They made many
of the workingmen believe that every mill
wheel would cease to turn and every fac
tory chimney stop smoking, aud that star
vation and cold would drive plenty and
warmth out of every happy humble home
in the land if the Democrats triumphed.

absurd charges. It seems incredible, bat
it is a solemn truth that these old
Bourbons deliberately discarded the only
possible winning suit they held. * * •
They recanted and grovelled before the
protected monopolists of the country to

have walked off to Maxcy’s; or maybe it
has borrowed Uncle Jim’s horse and bug-

lature. It was always a matter of sur-

Patsy saw the Judge was in no humor
to he trifled with further and she began
to overturn the bed-clothes.

Of this favorite little actress the Pitts
burg Commercial says:
The favorites were greeted last evening
with a large audience willing to be
pleased, and they evidently were. The
play contains some very pretty music of a
bright, sketchy style, and some funny sit
uations. It is utterly foreign to plot of
any sort, and if the first act was made the
last, or the second act presented first, the
plot would not be In anyway affected.
Alice Oates of course is the central figure,
and sings a number of songs in her own
taking way. The lady looks well, and is
in better voice than last year, and we
ndver saw her work harder for success
than on last evening. Mr. W. n. Fitz
gerald, the principal aider and abetter in
the sketch, is a pleasing young actor, and
sings well. McIntyre and Heath are va
riety performers of a superior order, who
do several neat sketches and display very
fair histrionic ability. Mr. Alfred Mc
Dowell is an acquisition who helps mat
ters along amazingly, being a good come
dian and a fair singer.
