SENATOR THURMAN,
tlie "rand old man who, to the sorrow
audios* of the Democratic party and the
country, loaves the Senate on Friday, had
a parting sh»t Saturday night at that huge
erao the river and harbor bill. He was
never in better “form,” and punctured the
humbug most mercilessly. He said he
could not consent that the Federal treas
ure shall become a treasury of comiuun-
He went on to assert that no Whig,
Democrat or Federalist who desired to be
consistent with the principles of his party
and platform couid vote for this bill. He
told his Democratic colleagues that they

ings of Jefferson and from the principles
of die party if they supported such a bill
as this. “The truth about all this,” said
Senator Thurman, “is that niembeis are
anxious for the passageof the bill because
they propose to use the United States
irea-ury to secure their re-election.” Mr.
Thurman went on in the plainest lan
guage to sjieak of the mistake Democrats
were making in going on record as favor
ing such a Ini I as this. lie regarded it as
uup ditic alii unconstitutional. He had
hiuiself voted for such bills here
tofore, but he had done nothing
that Im more sincerely regretted. Mr.
lliil took issue with Mr. Thurman on the
uuronstitutionality of many of the appro
priations in the hill, and then went on to
suv that the appropriations were justified,
if forno other reason, at least because
they p.ovldeil a means of preventing the
transporting of freight and produce from
passing wholly into ibo hands of a few
railroad kings. Mr. Thurman pronouuccd
inch an argument nonsense, and Lo
warned Mr. Kill that there was far too
great a di-positiou on the part of some
Southern members to go in for the “old
Hag and an appropriation.” “You’ll get
terribly beaten, terribly beaten,” said Mr.
Thurman, “if you shape your policy in fu
ture by the example of Colonel Sellers.”
The bill then passed by a vote of 32 to 12.
It adds nearly $1,000,000 to tbe bill as it
passed the House, which appropriated
over $10,000,000.
North Carolina was particularly lucky
in tlr.s matter of increase. Her raise only
amounted to $270, )00 over the sum ap
propriated l>y tlie House. But then you
tee, one of her Senators is chairman of
the committee, which may explain her
good luck. Gov. Brown also tried bis
hand at increasing the appropriations for
Georgia, but failed in every case. He
moved amendments increasing the Bruns
wick appropriation from live to ten
thousand dollars; Ocmuigee river the
Mine; Oconee river from $2,300 to *l”r
uoo; Savannah river, above Augusta, $15,-
000; Savannah river, $-10,000; and Aka-
malm from $5,000 to $10,000, but
w as beaten every time.
■ SENATOR CARPENTER’S
funeral, yesterday afternoon, was attend
ed by one of the largest crowds I have
ever seen here on a similar occasion. The
racket was an unusually handsome one,
ami was lined inside with white quilted
sat iu. Tlie dead man's head rested on a
white satin pillow, and his face, so sallow
and careworn, showed in strong contrast.
The beautiful Episcopal service was read,
during which Gen. Sherman stood at the
head uf the corpse, and a guard of honor
on one siile. The Senate and House
comiuittars, wearing while silk sashes,
white and black rosettes, and white kid
gloves, iollowed the pall-bearers, and
then came the family, consisting of Mis.
Carpenter, her sou and daughter, the first
named leaning on Sherman’s arm. The
lody will remain here in a vault until the
Senate’s extra session adjourns, when it
tt ill be taken to Wiscousiu.

that after an argument before the Wiscon
sin Supreme Court*, which was exception
ally brilliant and able, One of tbe listening
Unyeis exclaimed “that it was worthy of
Sir Matthew Hale,” and it was there and
then agreed that henceforth he should be
known as Matthew Hale Carpenter.
THE LAST RECEPTION
At the While House, which came off
