Washington society, perhaps the most
frivolous, tawdry and mixed of any city
in the world, is congratulating itself upon
the dawning of what it is pleased to call

.While the leaders of this cultured circle
'are for the most part wealthy (?), wealth
Is not a test of membership, as vulgar
wealth never is of the truly best society
anywhere. This circle once ruled, but it
was in Buchanan’s time. When Mr. Lin
coln took tho executive chair the man,
the circumstances, and the woman
drove the brilliant and cultured peo
ple ot refined society into tho back
ground. Liucoln was surrounded by
rough soldiers, and was himself plain
Iblunt and uucoutb, caring more for yarn!
of the wardroom than of the society of
ladies. It was a timo of perpetual war
and anxiety, and many of the charmed
circle which surrounded Buchanan and
1'ls predecessors had friends engaged on
the other side. Even had this not been
the case the vulgarity of Mrs. Lincoln
would have caused all but the olficial cir
cle to hold aloof. The succession of
Johnson was followed by an attempt of
the old regime to revive the glory ol the
former decade, but the scare of war were
too fresh and theso were torn open in the
bitterness of the political struggle which
followed. The society of the white House
soon fell below even its former standard.
With the advent of Grant came the
manners of the mess room and the tawdry
evidences of shoddy society. The Presi
dent who could deliberately puffins cigar
in the faco of his lady visitors and set out
a bottle of whisky to his gentleman
tests could not hope to attract the cnl-
ed nor fall to disgust the refined of
y grade. The second Grant regime
,even worso than the first In a social

a faithful and impartial presiding officer.
If lie had used his power for partisan pur
poses or persoual ends, it would not have
been like that Bayard whom the country
knows and the people delight to honor.
The Chronicle then heartily com
mended the action ot the Senate In plac
ing Mr. Bayard in the chair; and we ad
mire Mr. Bayard for meeting his duly
like a man. He had been made the keeper
of a principle as well as the custodian of
an office. It matters little, we repeat,
whether ho had retained his place for the
session, or whether, before three days are
out, through the vacillating agency of
David Davis, or the treacherous conniv
ance of Mahone, he ts deposed. His rep-
utation will have been increased, in that
he accepted the responsibility, and the
position will have been diguified because
he was there.
Col Cokkoill Is accused of practicing
deception in order to extort from Guiteau
admissions wbkh could be used against

ginning of his Incarceration, sullen and
indisposed to talk, but was persuaded to
give liis biography to the world through
the medium of the press. Col. Corkhill s
private secretary was sent to take it
verbatim, tho prisoner being given to un
derstand that he was a New York corres
pondent. Beiore the labor was finished
Guiteau became suspicious that he was
being deceived, but was assured by wbat
falsely purported to be a telegram from
the correspondent’s home office that his
interviewer was properly accredited. By
this means the biography was completed,
aud Guiteau made to condemn himself j
with what he supposed was to be Ids vin- 1
dicatlou. Col. Corkhill’s version of the
affair did not accompauy the accusation.

even now being made against her. It
will be necessary for England and the
United States to join, hands in common
defense.”

Will be sold before the courthouse door
in the city of Macon during the legal hours
of salo on the first Tuosday in November
next the following property, to-wit: Lot
No. 8 in square No. 37, situated on the
corner of Cherry and Fifth streets in the
city of Macon, fronting 210 feet on Fifth
and 135 feet oil Cherry Btreet, containing

county commissioners of Bibb county in
vite plans and specifications (with estimate
of cost attached) fora wrought iron truss
bridge to be built across Ocmulgee river,
at the foot of Second street, Macon, Ga.
Said bridge to consist of two spans of 150
feet each, supported at the ends by stone
abutment--, and at the centre by wrought
iron tubular piers, and to have a roadway
22 feet wide and one sidewalk 5 feet wide.
Specifications must bo accompanied by
strain sheets showing the capacity, and es
timates must include the cost of the super
