It is within the memory of the Tile- obapu that in days gone by it baa been anb- jected to coane abase of ite editors and managers, and contemptible insinuations as to its motirea. To the credit of the country press, be it said, this lias, in a greet meas ure, ceased. Many of our rural contempo raries bare bad occaaion to fall in with the estimate of the Tilioimfh os to pub lic men and measures, and only a very few have considered it a part of journalistic duty neglected, if they have failed to slan der and insult us in weekly doses. As a campaign draws near Us opening we discover sporadic symptoms of a revi val of these tactics, and hence consider this a proper time for a few plain words, which published now may prevent future misun derstanding. We do not expect everyone to agree with our views upon ail subjects, legitimate to newspaper diaenssion. We make no claim to infallibility, but present to our readers and patrons our honest views with the reasons and arguments therefor. No one ia compelled to read the paper to whom it ia distasteful or offen sive, and it has been again and again de monstrated that its course cannot be con trolled by outside influences, friendly or unfriendly. Among the suggestions made of plans whereby the city may be relieved of the pressure beneath which it now lags and stumbles, and provided with a fund large enough to carry out the work indicated above, is one advanced by Col. J. E. Jones, president of the bond, commission. It will be remembered that when the city's debt wu funded in 18110, the act of the Legisla ture fixed the rats of local taxation, and provided that CO per cent, of the amount received should be paid /over to the bond commission established by the same act, to meet the interest upon the bonds to be issued, and to create a sinking fund for their purchase. The amount of the bonds authorized and prepared was *750,000. The act, it is claimed, left the commission no lat itude in case the 60 per cent paid over to it exceeded the interest account, but directed it to be applied to the purchase of bonds. The city debt as funded was $683,300, leaving in the hands of the commission $6C,700 of unissued bonds. It is upon these that CoL Jones' plan is based. He suggests that a bill be passed through the legislature authorizing the commission to cancel $66,700 of the $96,000 bonds it has purchased and now holds, or less, to issue an equal amount of the hitherto unissued bonds and pnrebase them at par from time to time from the surplus fund as it accu mulates in hand, applying the proceeds to improvements under conditions to be agreed upon.
