sense from which too many members of the
Democratic party have drifted. It is in or
der for the Southern people, in these days
of mugwumpery and that spawn of hypoc
risy and insanity called “civil service re
form/' to examine carefully this redrawing
of the lines:
“Every free government—every govern
ment of the people by the people most be
carried on by parties. This elementary
truth springs from the constitution of hu
man nature. The impulses, the judgments
and the ideas of men disagree, and the es
sence of freedom is that this disagreement
should be expressed without qualification
or restraint. Thus it is that in all free,
self-governing nations politics is made up
of the conflicting conclusions and struggles
of disagreeing parties.
“In this country the election of the Piesi-
dent is the supreme manifestation of self-
government, and in this event one party or
the other gets the upper baud. The duty of
the President is to administer the general
business of the whole people as the head of
the Executive, and this makes him, for the
time being, the elected head of the wholo
country, llut he is also the elected head of
the party to which the maj of the peo
ple give their preference, and he is elected
President os such. Thus, while he is to ad
minister the government in tho interest of
the whole people, that interest being deter

ltocently in the columns of this journal,
two cases of dogs supposed to be mod, in
this city, have been reported.
The people in the neighborhood of where
the dogs were seen were greatly frightened
and excited. It is more than probable that
if some of them had been bitten, death
would have ensued.
The best sentiment of the medical pro
fession recognizes hydrophobia as a disease,
and pronounces it incurable.
Tho doctors themselves claim that the
diseaso is rare, and hold to the opinion
that many of the fatal cases reported are
the results of fear and imagination. What
comfort can it bo to a layman that the doc
tors hold these opinions, when almost every
day the journals of the country report
deaths from hydrophobia. If a dog gets
mad enough to bite a man, woman or child,
and death ensuea, it is matter of little mo-
m&nt to surviving relatives as to what doc
tors may think of it.
Only on yesterday, two of our State ex
changes chronicled two fatal cases of by
drophobia. One near Columbus, and the
other in Wilkes oonnty. Both sufferers had
been bitten by dogs supposed to have been
mail, and the attending physicians pro
nounced these genuine oases of hydropho
bia.
We submit that this Is a fearful be
ginning of the season in Georgia, and one
that promises to run up to a high figure the
percentage of oases of hydrophobia.
And we submit further to the officers of
the law, that the lives of this man anil boy
were worth all of the dogs in the State of
Georgia.
Dr. Hammond of New York, very high
authority, at a recent clinical meeting of
physicianH to disease this subject is thus
reported:
“Dr. William A. Hammond said that
there was no doubt about there being hy
drophobia. It hod certain symptoms that
could not be confounded with anything
else. It cannot bo cured. All stories about
persons being bitten by uiad dogs and hav
ing the disease years afterward are untrue.

This semi-official document, with Mr.
Spinner's threatening signature attached, is
sufficient to intimidate even a war corre
spondent. We doubt not but that the
guilty man is ere this safely lodged in Cuba
and beyond the reach of extradition treaties

The prohibition campaign in Baldwin
county, has three weeks longer to run, but
already it has resulted in the division of
families And life-long friends, and in the
killing of a highly respected citizen under
peculiarly unfortunate circumstances. En
mities have been bred, that must continue
long after the original question has been
disposed of, and family circles clothed in
sorrow.
The Tklxobaph's position upon the li
quor question is too well known to need re
stating here. We regard it as unfortunate
for the people and for temperance itself
that the question of prohibition has been
brought up. But the question is here and
we recognize the full foreei of it and the
power that backs it in Georgia. We say to
the people of Baldwin, as we have to the peo
ple of Bibb,—treat the matter as a business
question only. Meet it or press It, as the
case may, be with legitimate argument, and

the Atlanta office.
We think Major Ren free quite as capable and
fully as deserving ae his indorsers. It in unfair to
raise a storm of abuse on one of a ••coalition” and
allow the others to escape with good offices, an re

Governor McDaniel was known as an spponent to
