measures which Congress sent to him in

time is shown by the memoranda which he
deposited in the Department of State with
the bills and joint resolutions remaining on
his hands when Congress adjourned. That
memoranda gave bis reasons for these
“pocket vetoes.” The most important of
the measures was the Morrison surplus
resolution. In explanation of bis
non-action upon it the Presi
dent says: “This resolution involves
so much, and is of such serious im
port, that I do not deem it best to discuss
it at this time. It is not approved because
I believe it to be unnecessary, and because
I am by no means convinced that its pas
sage and appfcv&l at this time may not en
danger ana embarrass the successful and
useful operations ot the Treasury Depart
ment, and impair th-j confidence which the
people should have in the management of
the finances of the government."
The only cither public bill of the ten pro
vided for the erection of n public building
at Annapolis, Md. Regarding this, the
President points out that the chief argu
ment for the bill was that other capitals < f
othei States had public buildings, and so
Annapolis should have one. The memor
andum attached to the bill for the relief

110 people, were made homeless.
