Wiggins, a half educated and wholly unscientific employee of the meteorological office in Ottawa, has long endeavored to acquire a cheap reputation by weather predictions of that kind, which of itself assures students of soienco that the weather prophet is cither utterly ignorant or exceed iugly knavish.” After noting several instance* of the failure of former )rediction8 made by Wiggins, Hr. Proctor asserts that tho termer’s alleged discovery of a second moon is but a re in veution, an adopted discovery, and sus tains his statement by quotations from lice and M. Petit, of Marseilles, and shows that the existence of a second lunar body similar to oor visible moon is impossible.
