V mincing Democracy for things of which
i'eTrmer bad been equally guilty, and
passed to consideration of tbe
n » t g-ri!d<n count, the result of whioh
e. characterised as a ‘‘triumph of a diahon-

Jj*r, ev iewed the Republican record in ref.
„“ce to the Pacific railways and whisky
, barging wholesale frauds.
He then took up tbe civil service reform,
Bid charged that the Uepublican party had
„ dishonest in its advocacy of
th»t measure, and quoted the statement of
rfcneral Cox, of Ohio, in support, of bis
iLrtinu. In this portion of his speech the
Haiator dwelt particularly upon tbe assets-
" n t of officeholders by llepnblicans.
Tbe remainder of his argument on this

pntdican administration in tho South from
lgfio to 1871.
The sneaker then denounced the Repub

landed the position of the Democracy on
ge labor question. On tho subject of the
goiff he said the Republicans were in
definite and vague, and declared himself in
furor of tariff revision, with a view to a re
daction of taxation.
the Santor then took up the subject ot
MD»ion*, and argued against the farce of
in income tax to assist in raising a rev-
nna tor their payment. In speaking of
the President's vetoes of pen-
won hills, he said he shonld
not discuss their merits, and insisted thst
the President acted from honest and con
scientious motives. He cited the action cf
tt,- Honro of Representatives in adopting
pension legislation as a refutation of the
' charge that the Democratic party was at
enmity with the soldiers. He defended
O n. Black's course as pension commissioner
at d claimed that the work of the office
made a splendid showing.
He charged the Republicans with insim
writy and duplicity on the liquor qneation
and argued in favor of tile license system.
The remainder of tho speech was devoted
to tbe discussion of State gerrymandering,
and an uppgal to voters to continue the
Democracy in power.

Wabuinuton, D. C. t September 21.—Gen.
, M B. Youug, ccniui genen»l at St.
Petersburg, beitg interview'd by the Critic*,
said: “There is cons*nut and untiring work
going on among the Russian army officers,
perfecting the troops m driii aud equip-
mtiils, and they are making wonderful pro
gress. Tbe Rusnitiu army is aa complete
a military organizition to-day as the world
has ever seen. AU branches of the service
have the most modern arms aud are thor
oughly drilled in their actual use."
“How many men could Russia put in tho
field in case of a waif"
Inside of twenty-four hours she could
have an army of 625,000 men on the move,
and in a month could so add to it that she
would have 1,500,000 men ready for action,
and they would all be soldiers, too, not raw
recruits, for Russia has a reserve of men
who really belong to the army, but who are
not’under pay; tor instance, the man whom
you may hire to work for you is very like a
soldier; he may even be a corporal or a
sergeant. He is earning his living, but bo
is a soldier nevertheless, and it ready at a
moment’s notice to take his place in the
ranks. In this way, Russia is able to keep
up such a powerful military establishment.
She h u s thorough soldiers in her reserve,
and they cost her nothing, except when she

‘•Do yon think Russia wants India?"
“I do not. I do not believe that she
would for a moment seriously consider the
question of fighting England for India. The
reosou for her attitude on the Afghanistan
frontier is simply because she wunts to let
England know that she must not interfere
with Russia. Her position in regard to In
dia is simply a menace to England. She
holds England in check by the implied
threat conveyed by her activity between
Merv and tbe Caspian Sea. As for Afghan
istan, Russia does not want that country
either. If ahe did, ail she would have to do
would be to take it. She could d(
that very easily. What Russia is work
in^[ for on the frontier is the friend
ship of the Ameer. That potentate is nos
England’s friend, and Russia is uudertnin
ing that country’s influence with him; that
is all she is now working for in that direc
tion. She does want Constantinople, end
will get it in time. Russia has between
6U.00U and 80,90(1 men between the Caspian
sea and Mery, and can handle them rap

LAud—Methodists sect Catholics.
London, September 28.— Advices from
Hong Kong say that there is a dispute be
tween tbe Methodist aud Catholic mission
ariea in Coins as to which denomination
responsible for the indiacration that incited
tho recent wholesale massacre of Christians
in tbe province of Ze Cfinan, The Catbo-
lie bishop of Cbnn Hiring has attributed
the outbreak of violence in that city to the
indiscretions of the Methodists. The latter,
however, declare that in Chun-Kbltg the
massacre of native Christiana and tha de
struction of their churches and property
were due entirely to popular indignation
aroused by tbe Catholic Bishop,
who, the Methodists say,
persistently used yellow tiles in the con
inaction of bis new cathedral, in spile of
repeated warnings that it was dangerous
do so, because it outraged the native faitb
by making common use of a color vener
ated aa sacred and reserved exclusively
for the use of the Emperor.
