Chicago, November 23.— General Man
ager John Muir, of the Chesapeake and Ohio
line, is in the city arranging for the quota
tion of through rates from Chicago to Liv
erpool on grain and other traffic via Newport
News. The new steamship line of the
Chesapeake and Ohio to rnn between New
port News and Liverpool will go into opera-
tioa|December 15th, a semi-monthly service
to be established, and it is claimed rates
will be made that will attract business by
that route.
.There is a hitch on its operation in this
territory by reason of its connection, the
Cincinnati, Indianapolis, St. Louis and
Chicago being a member of the pools. In
seeking for grain freight, however, it will
xrobably do its principal business through
It Louis, operating at that point over the
Evansville and St. Louis. It is stated that
it wilt make the same through rate via
Newport News aa is now being mode vis
New Orleans, and if this means (he barge
line rate it will cat considerably
under pool rates. In this connection it is
stated that a rate is being made from Kan
sus City to Liverpool, ail rail to New Or
leans via Fort Soott, Spnng&eld and Stow
phis and connections, of 55 cents a hun
dred. This, it is stated, is sufficient to turn
flour, corn and wheat in that direction. St
Lonis is also participating in the trade to a
large extent

conference, with far-reaching result's, was
held here to day between Trafflo Manager
Muir, of the Chesapeake and Ohio road,
General Manager Walker, of the Kanawha
Despatch Line, and a committee from the
Central Traffic Association. R. W. Geiger,
of the Pennsylvania company; J. M. Culp,
of the Lonisville and Nashville; G. J. Gram
mar, of the Evansville and Terro Haute,
and Commissioner Blanchard represented
the Central Traffio Association. After
some discussion, the fact was conceded that
the Chesapeake and Obis waa next necessa
rily to be regarded as a formilable tival of
the Central Traffic Association. Both pur
ties then agr-ed to do the best they eonld
to promote each other's interests.
The Chesapeake and Ohio promised
maintain by its all rail lines
the Central Traffic Association’s all rail
rates. The differentials awarded the
Chesapeake and Ohio road on bnsiness
taken by its water runte will be continued.

Washington, November 21.—Bids were
opened in pablio at tbe Navy Department
to-day for the construction of tno throe
ernisers Newark, Baltimore and Charleston,
and two gunboats. Bids were read as fol
lows:
Cruiser No. 1, 10,000 tons, Harlan A
Hollinga.orth Company, of Wilmington,
$1,224,900; Union Iron Works, otSan Fran
cisco, $1,133,000; Cramp A Hons, of Phila
delphia (under agreement specially pro
viding for the use of engines of his own
make), $1,198,000.
Crniser No. 2, complote according to de

000; Union Iron Works, $1,017,500, Spe
cial bids providing for the construction of
engines of the vessel after their own design

Stone, United States Attorney for the
Western Diatrict of Pennsylvania, who waa
suspended at the same time with Benton,
of Missouri, and for similar causes, ap
plied to tho President for reinstatement,
claiming that his offending had been no
greater than that of Benton, and that he
iHtone) waa entitled to like treatment,
.’resident Cleveland ded'nne to reinstate
Stone, pointing ont that the two cases are
not paridle), and that the mitigating eir-
onmstances in Benton'a orse do not exist or
to Stone. Tbe President accepts Stone’s
statement that his campaign speeches were
few in number and made at times
which did not interfere with his
duties, and that his duties have been faith
fully discharged, but Stone, a Republican
appointee ot a previous administration, is
allowed to retain hia office. Uis campaign

tion. Under this state of facts, tbe Presi
dent affirms bis former sotion in suspend
