When the Atlanta Constitution is not
engaged in advocating protection for pro
tection's sake, or Blair bills, or internal
improvements, or other schemes involving
what Jefferson called a free-and-easy con
struction of the constitution, it is very
fond of declaring that the Federalists were
overthrown because they favored direct
taxation, and that the Democratic "party
sprang from the repeal of direct taxation.
Let us sec what the truth in relation to
this matter really is.
Mr. John T. Morse, Jr., in his admira
ble little volume, attributes the overthow
of the Federalists to the alien ami sedi
tion laws and to their own quarrels. Di
rect taxation is not mentioned in that con
nectian.

As for the tax on brandy, it ihoiild be

tinued, and for the same reason. There is
no fact which justifies a heavy tax upon
one which does not apply to the other, and
it would be manifestly unfair, to whisky
manufacturers ter compel them to compete in
the markets with free brandy r while their
own product bore a tax of more than six
times its cost. Such a course would also l>e
unfair to the treasury, as it
yrould multiply the avenues of fraud
upon it. At the sanve time the brandy
manufacturer has as many rights as the
maker of whisky, and is entitled to
jewt as much consideration. For this rea
son the Telegraph is of the opinion that
Congressman Stewart** bill, which he pto^
poses to introduce immediately, is founded
on justice, and ought to paw. The pro--
vition of law which enables the whisky
distiller to store his product in a gov
ernment warehouse for threo years, paying
the tax only when he removes it, should
