on their own plan, and it did its work well.

district jail is looked on as a model one, no
accidentor hitch ever having occurred in the

it is claimed, is that if tho rope is properly
adjusted—that is, tlie sliprknot placed be

I have always been educated to believe the
highest duty of a good citizen was to obey
the laws ol the land and that those who
violate them may expect to suffer pun

tion of the law I have never
encouraged unnecessary prosecution,
always endeavoring to enfnroetnc law with
the least hardship* possible. I am on
record as recommending no prosecution in
all cases where persons who violate the law
come forward nnd pay all taxes due the
government. An amendment of the inter
nal revenue laws to this effect would not
materially reduce the amount collected,
and would relieve many of our mountain
friend* of frequent visitation* to Atlanta,
and in tlie end result in tint saving of s
large amount of court cost. The revenue
laws f believe to be defective and should
lie changed in many respects, hut this is
no argument why the entire system should
be abolished. 1 have said nothing in this
communication for or against the repeal of
the internal revenue law, nor even to the
extent of expreasing my individual opinion

have only endeavored to ilcfcnd the
officers in the revenue service for the
district of Georgia, all uf whom I lielieve
have faithfully, efficiently and impartially
