States government to recognize the

REPORT OF COMMITTEE.
To-day the various standing commit
ted* mado their reports, among them tho
committees on insurance, law, finance
and curjioraiion. Tho committee on ap
peals and grievance* made it* final re
port. The finance committee recom
mended a change, bo that in the future
only the actual carfare to and from con
ventions will be paid. In future all local
assemblies attached to tho general as
sembly will pay a per capita
tax of 10 cents per quarter,
instead of 6 cents as heretofore. The
general executive board were empowered
at their discretion to put on an assess
ment tax of not more than 20 cents for
next year. A resolution was passed, de
claring that tho general assembly favor*
an increase in tho ]*y of printers’ as
sistant* in tho bureau of engraving aud
printing at Washington from SI.25 to $2
per day. A resolution was also passed,

The minuter also looks forward to an
extension of the right of suffrage by the
constitutional convention. At present,
in addition to the ordinary requirements
of age, citizenship, etc., a voter roust be

demand for it* abolition. Because of the
mixed cliaracter of the population of
Brazil, tho minister believes it would

the new constitution the voter* most at
least be able to write their owu names or
read. Thi* he implies would start popu
lar education and cause uneducated peo
ple to avail themselves of tiie free tchools,
