Hall, tho author of tbo act imposing the tax, the attorney-general has been called upon for his construction of the law. Judge Hall wrote the comptroller that tho design of the legislature which passed the act was to make its enforce ment against railroads contingent on the failuro of the stato to obtain taxes di rectly from tho sleeping car companies. The comptroller thinks the law provides lot tbo taxation ct these companies and the railroads operating their sleepers, '^sheriff Thomas has filed all fl. fas. placed in his hands against railroads for sleeping-car taxes.
