of the speaker, to force them into the
consideration of an election case.
CRISP SCORES THE REPUBLICAN CAUCUS.
Mr. Crisp then defended tho courso of
his ride of tho House, dwelling partton*
larly on the rejorts of tho press on tuo
recent republican caucus to the effect
that this and other election cases were to
bo disposid of under general parliament
ary law in order to increase the republi
can majority, and that then the rigidity
of the new code was to be relaxed.
McKinley declared that there had been
in that caucu. no ducussioo whatever of
this or any other election case, and that
no resolution, no instructions and no»
presaion of opinion had been paawxl
given thero on tho subject of contettod
election!,
Rowell added that Mr. Crisp had had
personal information from him the day
afier the caucus that tho newspaper
statements of it were not correct.
CRISP RKAD IT IN A RADICAL SHEET.
Mr. Crisp admitted that fact, but
stated that he was also informed by* a
newspaper man that the report was cor
rect. ho that tho iwue was not between
him and Rowell, but between Rowell
and the correspondent of tho St. Louis
Globe-Democrat, from which paper he
read tho statement. The statement, he
said, had appeared in many papers and
had never been denied. Resides, there
was corroboration of it iu the fact that,
although tho republican leader (McKin
ley) had assured the House on the 8tli of
January tlmt a Code of rules would be
reported within a week, no rules had yet
been roported.
RESPONSIBILITY FOR DELAYING THE RULES.
A discussion as to the responsibility
for the delay in reporting the rules took
place at this poiut between McKinley
und Mr. Carlisle, the former attributing
it in part to the fact that Sir. Carlisle
had been prevented by illnesa from at
tending the meetings of the committees
and Uic latter stating that he hod been
absent only two days on account of ill
ness and declaring a readiness at all
times to meet with tho committee on
rules, and even expressing his willing-
ness to Imvo tho committee report tho
rules to the Uouso without reference to
him.
Ur. Springer .Mere interposed his mo
lion to adjourn in order to give tho com
mittee on rules o chance to rej>ort, but
was again ignored.
CRISP SHOWS THAT RKi’UBLICANS DON’T
RULES.
Sir. Crisp—We have now heard a
statement from each side as to what has
been done by the roinmitteo on rules and
whatever view of the matter the House
may take of it, it is plain lliat if the corn
n'.ittnsi nn «!•«*• ion§ i,u« reported ihiscite
witli undue haste the committee on
rules has not been in a great hurry.
There is this further circumstance to
corroborate the report of the caucus pro
ceedings, that there has not been a meet
ing of the committee on rules einco tho
caucus. Mr. Crisp then proceeded to
argue the contested election case. At
tlie close of Mr. Crisp’s argument, at *4
o'clock, Mr. Rowell took tne floor and
•l<oke until 6:30 o’clock.

He declared it to lie tho determination
of tho democrats to stand by their rights
■mi nri to aliow any democrat to be un
seated unless Id* opponent had been
fairly elected by the people at the polls.
After Mr. O Ferrell had been *|>enking
mere than half nn hour, he slopped and

arrangement had been made by which
tho lluiiae was to adjourn at the con
clusion of his remark-. Tlmt being so,

Other alisontees on the republican side
are Wilber of Now York, who is so ill
