RADICAL RESOLUTIONS.
The Pinkerton* untl Manager Prick
Charged With Murder.
Qiicigo, July 18—If tho floutimeats ex-
proHseJ by tbo trades and labor asaoiubly at
ita meeting today were carried out the Pinker
ton*. William aud Robert, together with Man
ager Pi ick of the Carnegie wnrka would be put
under arrest ou- the charge of murder, trea
son, inciting riot and insurrection. By Tar the
moat radical regulations yet made by any la
bor organisation in tlj© United States respect
ing the Homestead troubles were adopted at
the meeting of the assembly. .As soou as the
meeting was called to order Tommy Morgan
arose aud moved to suspend the rules ami re
ceive the report from the executive boat d on
tho Homestead affair.
The motion woe quickly carried and Quinton
of the tin and aheet iron workers read a
lengthy preamble aud resolutions. They rec
ommend the resistance of the Pinkerton
agency and it* habit of tending armed assas
sins mto the different states and territories to
shoot American citizen* and workingmen,
stated that Frick conspired with the Pinker
toua to send armed assassins, called watch
men, to Homestead where, by Frick’a instruc
tions, the armed hirelings‘attacked, killed
aud maimed citkeousandworkingmeu, created
riot and imperiled th« liberties of tho United
States, huch acta are anarchistic snd against
the spirit of our liberties, and continues:
“Unsolved, That we demand of the gover
nor of Illinois that he demaud the arrest of
Win. Piukertou of Chicago on the charge that
he incited riot and insurrections: that we call
upon Gov. Flower of New York to causo the
arrest of Robert IMnkorton of New York on a
similar charge, and we call upon the governor
of Pennsylvania that he cause the arrest ot
Mauager II. C. Frick of Homestead, Pa., ou
tho chui ge of treason, murder, iucitiug riot,
insurrection and rebellion and at this moment
trying to deprive American citizen* of their
homes and of the right to earn their living at
their homes ami at mills which their labor has
built up and created."
^I ho radical spirit of the resolution was re
ceived with cheers,which were given agaiu aud
again.
A committee of live was appointed to draw
up charge* of murder against the Pinkertons
and Frick. Tho following was then adopted
against the emphatic objections of a few:
•‘Whereas, it is reported that a military
force is being organized from the labor unions
of this city aud wlsewhern with tha declared
purposo of phyaically resisting the armed
lorces of the employing class, aud whereas
the maintenance of such au armed force is
practically impossible, and every effort in that
direction is most unwise aud injurious to the
uitereata of labor mo long as workers have a
right to voto and through tho ballot box to
control state and natioual troops, regulate the
police and abolish Pinkertons, therefore
••Resolved, That the trade and labor assem
bly condemn the movement to make military
organisations of our labor organizations.”

State Treasurer W. B. Woodruff to o*-

represent their interest* at the inquiry.
While It wa* in progress the present
state treasurer, Col. li. II. Morrow, lmd
Bay arrested on the charge of stealing
scrip valued at sevon thousand dollars.
He woe examined before a justice «>f
the peace and discharged, tho evidence
being insufficient to convict. Iu the
meantime Woodruff wa« tried in the Pu
laski circuit court for embesslblf stnte
funds, and although guilty beyond a
doubt, was acquitted by a jury, several
of whom had served under him in the
Confederate service.
The missing state scrip was still be
ing anxiously looked for without success
until a few days ago, when It was pre
sented at the state treasury for redemp
tion by the cashiers of two banks In
this city. The amount presented was
$4,000. Tlie cashiers stated that it had
come to them through the rcgulcr
course of business from banks at Louis
ville, Ivy. The scrip whs instantly iden
tified by Treasurer Morrow, who, up
on notifying the attorney general, hurt
the secuHties attached iu tlie name of
the state. The scrip is now being held
by the banks subject to a disposition
of the attachment proceedings.
Investigation revealed the fact tlmt
the scrip wus sold to a man named W.
Speers by J. L. Bay, and by Speers sent
to the Louisville hunks for collection.
When called upon by Woodruff's bonds
men. who are being sued by the state
for this identical Hcrip, Bay said he re
ceived it from Woodruff and wan au
thorized by him to soli It. The prosecut
ing attorney is now Investigating the
case, and may cause the arrest of both
Bay and Woodruff. This scrip was not
mentioned in the indictment upon which
Woodruff was tried and acquitted, hence
he ran be tried again.
Sunday while Treasurer Morrow was
sitting in his office reading a newspaper.
Bay entered, accompanied by a friend,
and advancing toward Morrow muttered
something uboiit scrip. The treasurer
ordered Mm from the office. Bay
stepped back nnd in a threatening at
titude placed hi*, hand in his hip nocket
as if to draw a revolver. Col. Morrow
opened tho drawer of hi* desk nnd pull
ed a navy six-shooter and took direct
aim at Bay. The remainder of the sto
ry can best be told in th© treasurer's
own language.

did not shoot him. I cauuol explain it
myself.**
The scene which took place In the
treasurer's office did uot leak out until
today. Woodruff soys he knows noth
ing about the serin recently recovered
ami says also that Bay tells an untruth

south shore of Lake Michigan. At the

FOUR BROTHERS DROWNED.

Were Powerless.
Princess Anne. Md., July IA—Christopher
Cibell, a torracr living about a milo and a half
from here on the Menuhin river, yeeierday
morning was the happy father of ninechildr- n,
six hoys and three girls. Yesterday evening
his four oldest boys were drowned while nim-
ming in the river back of hla farm. The names
of the victims are Willie, aged ID, Lewis, 13,
Thomas. 11, and John, 10. These, with tiuir
brother Ocorge. 11 years old, went in asim-
ming. George waa the last to go in. When
he Legan to wade out he saw that hla brothers
were in trouble. He hesitated. He then „w
his four brothers drown, one after anothtr,
within twenty feet of him and ho wna poscr-
loaa to assist them. The current was tanning
very strong and the water «a. vary deep. The
only person to witness the and accident be
sides the boy was a colored man on the bill
