Con tracts have already been entered into for three more lines and two of th s- are perhaps, the most Important of all the contracts. They prov.de for the carrying of malls front New York to Antwerp and Liverpool. Thin service, however, according to contracts will not be until 1S95. Appropriations have already been made for the cost of tlie service on eight ot these lines, which amount for one year to nearly one million doltnrs. The estimated cost of the additional service already con tracted for will amount to nbout $l.- 000,000 yearly. YVblle the department wiu be dependent on congress for mon ey with which to pay umounts to Is-- come due each year on these contracts, the contracts are nevertheless leg > v uments and the government Is b., by them.
