original resolution that permitted any
senator to suggest that tta proceedings
should be secret. He started off with

ceedings of (h* senate Investigating
committees should be open; that, as a
general rule they were open, and that

At 10:30 *.m. th* tariff bill was told
before the senate, but Mr. Hill said
he would continue hts remarks, avail
ing himself Of the attitude of the de
bate authorised In the senate. He went
on to say that the Investigation should
be open to the public and the press
and that would prevent any auaplclon
that th* senate desired to hive those
proceedings conducted In th* dark. It
would satisfy an honest and Just public
sentiment and would not do Injustice
to anybody. On* of the point* of the
Investigation was whether th* secretary
of tha treasury had made suggestions
about tha sugar schedule for the action
of tha finance committee. Wu there
anything, h* asked so peculiar that the
testimony In regard to It should not
