Cho outle I* iibu.OJu. 'ictese bonds are
secured by a Am mortgage upon nil
the property of the Northeastern Rjil-
rotaid company, Including the line ex
tending from Athena to Clayton. The
bonds bear 7 per cent. Interest, nnd
MU due on <be first, of May, 1596.
The Interest per annum Is 118,290. Tlie
present earning capacity Is 112,000 per
year.
The committee finds that by far the
tergeat portion of the first mortgage
bands outstanding of the Northeas
tern road are owned by citizens of this
stake. They were purchased on the
faith of the route's endorsement utmost
Mself. The following plan of adjust
ing these claims Is recommended:
The state shall Invite aul holders of
the Northeastern railroad bands ko de
posit them with the Veaurer on or be
fore Uhe Amt of March. 1«95. in order
to receive 4n exchange for the principal
thereof new 4 per cent, bonds of the
state of Georgia running for twenty
years, or, If llhe bondholders prefer,
to receive In lieu thereof, the money
for the same. In either case the ac
crued Interest will be pu*d In cash.
When is nanny ns three-fourths o! the
bonds havs been Aled with the treas

exchange for the same, and to ao41 au-h
portions of the bonds us mav be neces

sold for lean than par, and If, on offer
ing the bonds In market a higher price
should be Mi for the same, Uhe s'una
shall bwve the prlvHsge of so •oiling
them.
This committee then recommends that
w, enon os this adjustxnerJt with the
bondholders has been made, und as
much as three-fourths of Ihe bonds thus
refunded or paid, that the governor
be authorised and directed to offer the
road for aaJe, at pubtto outcry, to tih<
