IN THE PENATB.
Mr. Turpie was enjitlad to the floor
when the Nicaragua bill came up, but
he yielded It temporarily to Mr. Cul-
tdm, who urged the maintenance of the
•‘wise policy known us the Monroe doc
trine." The completion of the Illinois
►hip canal and of the Hennepin canal,
h • s.tlii, wits connected with the Nica
ragua canal, and Cooked forward to the
day when steam vessels from all Ihe
like porta would carry the products of
the West 'to the Badflc ports. The Im
portance of the undertaking was fur
beyond any consideration of cost or
expenses. Although the Nicaragua ctp
n-ai should coat h hundred millions and
should po.%tMw no dividend-paying ca-
paolty, still it would be an undertuklng
demamded by the military necessities
of the country at any reasonable cost.
Hut when It offered such a return as
might be reasonably expected In its
commercial operation, he felt Justified
In urging tbo pasaag- of the bill.
Mr. Cullom wound up his speech with
the appeal to ihe aenato to declare that
"no pent-up Utica restrains our pow
er*; but the whole boundless continent
Is ours."
Mr. Turpie yielded further to Mr.
perking (Republican) of California, who
argued in favor of the bill, and assert
ed Hut there wits uo'dilng complex or
difficult of understanding about II. The
government of the United Mates vir
tually understood the enterprise nc-
<|u!rrd nfl the concessions made by Nlc-
m-.tgu.-i and built the canal through an
lnstrumcntally of Its own. In the form
of a corporation In Which the govern
ment would own seven-tenths of the
stock, and would regulate the traffic.
Including rates of tolls.
Tide Nicaragua canal, Mr. Perkins as-
seriol. would ,pay. There wan no doubt
on that point. It would pay financially.
It would pay noHUcsUy, and It would
pay commendaly. It would pay also as
an exhibition of American enterprise, of
American skill and forethought awl
Am-riuaa nerve, lit would pay because
It must racedve the commendation of
the world, ns it would show that the r e
war a great question to be considered,
a great work to be done, and after eon-
s.i,-ration was concluiUvl, and there
was a groat people to carry it into ef
fect.
MR. TURPIE'S CRITICISMS.

able one.

"The Markin** Canal Company,** Mr.
Turpie continued. "Is wrecked and with

MOUSE PROCEEDINGS.
Discussion of the Car hole currency
bill was begun promptly In the house
today after disposing of the routine
business of the morning. The speakers
were Messrs Johausou (Republican) of
Indtana, Ellis (Democrat) of Kentucky
■and Warner of New YOrk, mil members
Of the committee cn banking and cur
rency. Mr. Warner udvocteted the pas
sage of the bill because of tlhe pro
posed rehubllUatlon of state banks and
because of the Pact that it took tihe
government out of toe business of Is
suing currency.
.Mr. Johnson opposed It because he be.
lteved it wus bad. Mr. Ellis' opposition
was largely based ppon the fact that
the blit provided for a reorganisation
and extension of the Neat banking sys
tem. when every state and national con
vention of the Democratic party for
years had declared against It and this,
at a time when the necessity for their
services ns fiscal agents, If It ever ex
isted, had absolutely passed.
Mr. Bland gave notice that he would
move to amend by substitution for the
bill hi* free coinage of sliver scheme.
Mr. Berry (Democrat) of Kentucky gave
notice that he would, at the proper time,
move an amendment to the bill author
ising the redemption of the notes issued
under the bill In gold and sliver In equal
amounts ancTproviding for coinage of eil.
ver to meet these payments.
The house adjourned at 6:30 o’clock to
meet at 1 lo'clock tomorrow. At 2 'clock
Ihe debate on the currency bill will be
suspended and the ceremonies of unveil
ing the statute of Webster and Btark,
presented by the state of New Hamp
shire, entered upon.
JAPANESE THE ATT REPORTED.
In executive session this afternoon, the
Japanese treaty wwa favorably reported
by Mr. Morgan. He said that tie would
not call It up for action until There wns
a full senate, which probably means
that there will be no Vote on It until after
the holiday recess. There appears to be
no opposition to the ratification of the
treaty.
Mr. Lester of Georgia, Introduced Into
the house today a bill appropriating
S160.000 for the establishment of a murine
