THE WEEKLY TELEGRAPH: DECEMBER 31, 1894. n* UBS 2 Bpjfch About His Bcsd Scheme Before the Po/ulist Conference. INVESTIGATION Tot ALABAMA. A committee of Thr». to Look Into What Populists Coll Au'ocriattc Anarchy — 1 lie alettes Inspected ofhus- pectlnt; lh« Party Leaders. St. Louis, D«\ 29.—'The conference of the leaders x>f the Populist party re sumed its sqaalon lit the LlndeU hotel at 10 o'clock today, with Got, .1. B. Weaver ofdotva in the chair. The del egates trowed a milder spirit this morning. After a few minutes of in formal conference with the "invited" delegates, the national legislative com mittee .withdrew to the hotel parlor, w;i</re it went into secret session. The flint real work of the conference w,.s the appointment of a committee to arrange for an educational campaign. Aftor an hour’s deliberation the com mittee reported that It was desired to organise local clubs, admitting to mem bership all persons, whether they were voters or not, and do everything to get literature 'before the public. The discussion developed that the masses were suspicious of the leaders. Numerous speeches were made oppos ing a clause authorizing the appoint ment of a national campaign commit tee. The clause was construed to mean the control and censorship of the cam paign, and numerous speeches along this line culminated in a speech by Par sons Lathrop of Kansas. who- de nounced the clause as a political mo nopoly, the worst of all monopolies, led by office-seeking man, who care more for politics .than for principles and have office in view, and when that is had all that Is wanted is hud. A motion by Delegate Hunter of New York to ddbar socialist* from member ship in .the PopuT-st party was de feated. A motion by Mrs. Striker of Kansas to embrace in the d<q ’»nts issued by the committee literature . u the question of woman’s emancipation, was adopted. Tbo afternoon session dosed in a whirlwind of oratory, with nothing be fore the conference. Coxoy had been squelched in an effort to be heard, but his bond Issue «*eme was championed by Magnetic Crosby of Kansas City, who spoke for thirty minutes. Coxoy was allowed to present it, and it was by resolution referred io the coos.dera- tlon of the People’s party. \ t 7:30 o’clock tho conference re assembled and the national executive committee preseotcit its a<Wrc$» io the pulbllc and the following resolution adopted by tho national committee Wmi * < ‘Tnrl«w of the Act that tho state ijt Alabama and other Southern states nib without a republican tom at govefii- ment because of the rule of a political oligarchy which is perpetuated by; mon strous frauds at tho ballot box! the Imperative nnooswTty of a ,r ®® and an honest count is a oonst-tutlonal right and -we demand that it be given and ask that tho chairman of the national committee appoint tv comm.t- tee of three to submit evidence to the press of the ooimtry and to congress to substantiate this alarming anti revo- lttfooary condition that they may bo , awakened to the threatening of peril caused by tbo existing autocratic an archy in the South- ... Duluth, Minn., Dec. 29.—Complaints were filed in the district court yiwter- day by A. R. and E. T. (Merritt, in which F. A.- Stratton and T. F. Singer of Tennessee are accused of swindling the plaintiffs out of $30,000 (n cash and $420,000 in notes. On 'March 10, 1S94, Stratton and Singer approached the Merrltts with a business proposition which on Its face was excellent. They represented them selves us holding nine-tenths of the stock of the Monarch Coal and Coke Company, which they said owned all" mineral rights and privileges to 60,000 acres of valuable coal, Iron and gas kinds in Pike county, Ky. Stratton ami Singer took the plaintiffs out to Pike county «nd showed them a lot of valuobie land which they said was all owned by the Monarch Coal and Coke Company. The outlook was satisfac tory and tlic deal closed. The (Merrltts put up $30,000 in cash and hound them selves to pay $420,000 additional. It 's olleged that the Monarch Coal and Coke Company did not own an acre of land. tBtnftton and Singer set abc it to purchase land, trailing the notes for tides and the iandonwMchjhc Brarlt’C Coal Company was started .was turned over to ttto (Merrltts. It is alleged that the men .lid not purchase more than 45,000 acres and that It did not cost them more than $2.50 per acre, whereas they sold It to the Merrltts at about $12. BAftriJALL in vin.ai.vu. The cence. The British minister at Tokio has bebn unable to get the slightest scrap of official Information od the sub ject of the conditions for which Japan will oontend, and the Japanese embas sy in London Is equally secretive. Tho latter, it is true, has some knowledge of the situation, but It Is partly of a negative and partly of a positive char acter. The embassy is free, however, in disregarding the recent cablegrams attributing to Japan file deslgne of forcing au alliance with Chiuai against the European powers. Tho leading principle of the peace negotiations be tween the two eastern empires, as far as Japan Is concerned, w.U be a total abstention fnom *ny demand whiti would give China an excuse to ssk for European intervention. Japan, there fore, will not stipulate for any territo rial or commercial acquisitions In which the other powers are directly In terested. Formosa will be taken by Japan as part of a pledge for war in demnity and certain Chinese port* will be.held as * pledge for the remainder of the indemnity. In regard to Corea, It is possible that' a'Cblua-Jnpan dual control over that country will be pro*” posed. These terms, which Me divulged by the Japanese embassy, ate a great dcV, more moderate than fho$e described In the sensational cablegrams received hero today from Tokio and elsewhere ami have the stamp of belief is diplo matic circles. THE ARMENIAN FNQUIRY. As the groat body of thteiaetnloers of the Liberal party are rBolved that there shall be particular Intervention In Armenia and have relied upon the. government to carry out their plans, there Is a groat surprise among them at finding that the foreign committee of inquiry which is going to Armenia is composed only of Dragomans. Rus sia’s delegate, M. Maior. hae been a Dragoman attached to the Russian em bassy at Constantinople: M. Vilbert, the French delect te, la an interpreter in the employ or the r retail evut-u^.tr at the Turkish capital, and England's delegate, Mr. Shapley. is a vlce-eonaul to Turkey. Tbe personnel of the com mittee as thus described, gives no se curity, saya the Speaker, that there will be a satisfactory inquiry, espc- oal’y since the American delegate has been refuted pocaikelon to make an Independent Investigation. There Is little hope now, conttniy>* the Speaker, of getting at the truth, even if the Dragomans should be al lowed, as they twill not be, to take an active part in the Investigation. Eng land ought to come to sorno agreement with Russia without delay to the end of taking action together or without the co-operation of tho power* and they should act at once. A word from England would lead to a revolution in Creete and Macedonia, and even in Constantinople. inlet's step as clastic and his spirit* as buoyant. The Yachting World says: “It Is tho concensus of opinion among yachtsmen that the Royal Yacht Squadron will ac cept the custody of the America’s cup should an English yaoht win It.” The proposed Journey of Cardinal Vaugban to Rome has been delayed by a set • attack of bronchitis. It Is now h .tied that if he Is sufficiently re covered he will start on January 10. In the eveut of tile anti-gambling leaguj winning the suit which they arc prosecuting against the stewards of the Jockey Club, an appeal will be car ried by the stewards to the court of iinarter sessions, of whidt Lord Ren- ditwhan, the Junior steward of the .Jookey Club, Is chairman.
