Atlanta, 19.—(Special.)—Afecord-
ing to ln£arm<itlon received nt the ex
ecutive department today, serious raco
troubles seem to be brewing down in
Harris county.
The negroes are in the majority in
that section, and, according to tho re
port, they are engaged In a systematic
plot to got the upper htuffl of the
whites and then act as best suits their
Inflamed and prejudiced Interests.
The information of the serious con
dition of affairs came to Governor At
kinson today III the shape of a request
that he offer rewards for the capture
of the parties 'who set fire to the resi
dence of Oapt. J. S. Clark on the night
of February 14. The application is
made on behalf of the white people of
that district through Hon. T. 11. Kim
brough, chairman of .tho Democratic
executive committee of the Fourth
congressional district.
In his letter Mr. Kimbrough gays the
negroes inhabiting tlio section between
Wavetly Hall, Kllemlio and Pntaulri
are making all manner of threats
against the 'whites, because the latter
have meat In 'their smokehouses avhilo
the negroes have not. They are ap
parently engaged in an organized plan
to rnovo against tho whites, he states,
and until rooently tho only thing that
seemed to keep 'them in check was fear
of the military, especially tlTe “Gordon
Troop,” ooiMuaudctl by Capt. Clark.
On the night of the lltli incendiaries,
some of the negro leaders loudest In
their complaints against the whites, it
Is thought, set lire to Capt. Clark’s
house, completely destroying It. ’ In
tho conflagration nearly all the arms,
ammunition, etc., of the "Uordan
Troop” was destroyed. It Is not clear
yet whether tho intention was to de
stroy tho cqn.pmentg and ammunition
of the military or to got possession of
them to use against the white people,
hut Mr. Kimbrough concludes by tho
statement that the burning of Capt.
Clark's house, with the arms aud am
munition, Is only the beginning of the
trouble.
Governor Atkinson has advised that
ho be kept fully posted as to the situa
tion, and will render prompt assistance
If there is an outbreak, .lust as soon
as tho papers can bo properly made
out the reward for the Incendiaries will
bo offered am! every effort made to
bring the guilty ones to Justice.

Sons and J. S Morgan & Co. have is
sued a prospectus for a 4 per cent,
loan of $(12,317,591), nominal, both
principal and interest payable In the
United .States, one-half of .which Is re
served for Issue In the United States.
Tlie price Is 227 pounds sterling per
$1,909 bond.
The scrip will carry a. coupon of 3.5
pounds payable August 1, but there
after .the .merest will be payable quar
terly. The loau runs thirty years,
when it is redeemable ait tlte pleasure
of the government. At the price of
Issue, the return to the Investor would
be 3 pounds, 10s, Od. The lists close
on or before Thursday.
The bonds are quoted tonight at 3 1-3
per cent, premium. There is no doubt
that tho loan will be covered several
times.

The bonds are offered at 112 1-4 with
accrued Interest from February 1. Of

livery of the bonds as provided, with
interest at 4 per cent, petr annum from
March 1: Tho subscription list will be
opened at 10 a. m. tomorrow and will
be closed without notice.
DEPOSITS OF GOLD.
Washington, Feb. 19.—The United
States treasury department reports
that up to and including February 18
the treasury had received in gold coin
owing to the recent Sale of bouds to
the Beliwmt-tMorgan syndicate $20,-
484,500 and had given In exchange for
the same certificates entitling the
holder to $19,003,402 interest bonds
when ready for delivery. The amount
of gold pall In roncrtsouts the principal
and accrued interest. The bowls will
bear date «>f February 1, 1895, and iu-
,1 nn t 1 M'in wit) be paid by the
treasury from 'that time. As the gold
is paid In by the syndicate, accrued In
terest from February 1, 1895, erases.
