OHLNBSF, DBFHlUnjD. TVaShlngton, March 1.—The general deficiency bill, the last but one of the thirteen great appropriation bills which congr.ss has to pass every ses sion, occupied the attention, of the senate tod'ay. There was but one im portant amendment reported by thj committee on appropriations and that appropriated (1,809,539 to pay a Judg ment In favor of 'he Southern FuclAc Railroad Company for government tranaportoltion. This Item provok 'd very strong opposition and would prob ably have experienced the fate which has overtaken It every seslon for many years back, had it not been accidentally fortified -by an amendment to It for the payment of about one-holf the Judgments of the courts of claims under the French spolllatlon act, aiul which Is known as the Bynum act. (900,000) had 'been curried and attach d to the measure, and then the amend ment, as anus amended, was eiBla by a vote of 32 to 24. The question of nepotism was started by an amend ment offered by Mr. Munderson, to the effeot that the wives and daughters at senators or representatives should rot be borne on the rolls as clerks, and Mr. Mandeison availed himself of the opportunity of giving bis opin ion in that not very unusual practice. Ihe only Important amendment add 1 to the deficiency bill was one for the acquisition of the Mahone lot as t r.te for the governmmrt priming office. It was ruled out on a point of order by the presiding officer, Mr. Faulkner, and the senate reversed the ruling. Tho senate refusd to lay It on the table—20 to 31-urtd then the opponents at the proposition gave up the ii^nt nnd the amendment was ad-Tte-l.
