CDAIltMAN WHITE’S STATEMENT

Secretary Acknowledged It
to the Committee.
New York, March 7.—The alleged de
ficiencies In the aocounts of the Ameri
can Church Missionary Society, and
which have resulted so far In the sec
retary of the body. Rev. W. A. New
boldt. severing his connection with U,
promise to be brimful 'of scandal. The
deficit amounts to same 110,000, and
ths chairman of the finance commit
tee, George C. White, made a state
ment this afternoon In the matter.
When he concluded It, he declined to
say whether or not proceedings would
be Instituted against the alleged of
fenders. Mr White said:
"I'm comparatively a new member
of the executive board, and in Jan
uary last, at the meeting of the board
I iwas put In as chairman of the board.
Upon looking Into the accounts of the
secretary I found that the books oalled
for a cash balance In the bands of a
trust company. The treasurer of the
company, H. A. Oakley, told me them
•was an error in the accounts, as he
had no such money In hand. 1 was
afterward Inforaned that the general
secretary knew that there was a dis
crepancy In the accounts some months
pnor, but did wX Inform tha beard
at the time. The treasurer • was at
once called on by me to produce his
books of accounts and ins own, and
to show where the difference existed.
In looking over the books I found
some matters tlwt seemed to be Ir
regular, and an expert waB put on the
hooka I took him to the office and In
troduced him to Mr. W. A. Newboldt,
who was the general secretary, and di
rected him to produce all books, vouch
ers and papers be might ask for. There
appeared to be several Items in regard
to Mr. Newiboldt's aocounts that re
quired Inspection. At the end of a few
days Mr. Newboldt, finding the tem
perature of the office getting too hot
for him, sent the keys to the finance
committee and announced that be had
severed his connection with the so
ciety. The result of the expert’s investi
gation showed that Mr. Newboldt had
overdrawn from the society the sum
of about $12,000 over and above the
amount due him for salary, and furth
ermore, that moneys received from in
terests and other sources v to the
amount of about 17,000 he has failed to
rredlt on the books. Mr. Newboldt
lias confessed to four different mom*
bors of the society that these defalca-
lons exist, and we also have a letter
written by him confessing his crime,
and pleading, pn the score of past ser
vice, for leniency, and c'niiniu* ibat 7.8
was obliged to take this money to sup
port *, large and expensive family. Mr.
Newtbbldt lives In a fins place M Kant
Clair, N. x. which, he «*n*es to the
press, Is worth 125,000: and lie also
keeps horses, a cow and carriages -Mr.
Newboldt’s statement tbit he was al
lowed only 11,000 for traveling ex
penses Is Incorrect, ns all his travel
ing expenses were a proper charge
against the expense account. The house
Is mortgaged for about 111,000, and he
has expressed his willingness to deed
whatever equity Is In It to the society.
He has been secretary for twenty-six
years, and has always been most Im
plicitly trusted by the officers and
members of the board. The expert ac
countant has ascertained that for cer
tainty the past ten years—and bow
ipndi longer, we don't know—he has
been systematically robbing the erne red
treasury of the society.
Mr. White would not say who the
members of the society were to -whom
Newboldt Is alleged to hive confessed,
nor would he produce the letters which
he said had been received from Now-
botdt. Rev. A. Kinsolving of Brooklyn,
who has been o-bPrthted secretary pro
tempore, was present while Mr. White
wide Ms statement. At its conclusion
he eald: _ . _

Warden.J. K. Hunter was placed on
trial before a sprelal comuEttoe of
councilman this afternoon to| uiiswer
a lot of damaging ctharg * against his
private and official character/. The
council chamber was well ruled with
spectators wtoen the InvcatutEon he-
gon, among them a number of ladies.
Durtng th - examination of certain wit
nesses, however, the ladles wore asked
to leave the room by -the chairman on
eooount of the rough nature of the
questions put by the attormSys. The
specific changes against Hunter were
conduct unbecoming a,i officer, In
maintaining undue Intimacy -with Mrs.
Lou Smith and neglecting hist official
duties to look after her. 'He was
charged with diverting charity funds
to h*r house instead of glvtfcg them
to the poor. The city -warden whs also
aooused of brutality to hi* n\/n chil
dren, . and besides these counts ar
raigned for trafficking In tho burial of
paupers by reserving a "tnke out” of
25 cents each from the sum allowed
for such purposes In the city. In gen
eral. he was said to be a harsh and
oppressive official -toward the poor, to
whom he should have been kind and
irnSIssb.
Mrs. Ix»u -Smith, the woman In the
case, -was present and on the stand
denied all -the charges of undue Inti
macy between her and Huntrt. She
said he bad only been a pool friend to
her. Mrs. Smith Is a rather ignorant
woman of 25 or 80. and anything but
a gay deceiver in personal appearance.
A number of witnesses testified to her
(rood reputation. Including doctors who
have attended her for several years on
account of her bad health.
A numtoer-of witnesses also testified
In behalf of Hunter's good character
and efficiency. Including -•'c-Aldennen
Garrett and Rice, and altogether he
appeared to be proven a good man.
Several ladles also -went upon -the stand
and said they had Implicit llalto In the

Port Tampa, Fla.. March 7.—Capt. P.
H. Hanlon of the steamer Olivette,
which left Havana at 1 o’clock yester
day, makes exceedingly light of the In
surrection In Cuba.
. "Up to the time of our departure yes
terday,” said Capt. Hanlon, "the re
bellion waa being fought mostly In the
newspapers. From the usual quiet that
prevailed in Havana when -we left, we
-were greatly surprised upon reaching
Key West to Trail In the New York dal
lies of the desperate fighting that was
being done In Cuba. We knew noth
ing of it tn Havana other than that an
engagement -had taken place In the,
eastern part of the Island between the
Insurgents and government troops, and
that the former bad- been driven Into
the mountains. Even ttftie names of the
leaders of the Insurgents -were not re
ported. The uprising, In my opinion, Is
not as serious os the foreign press cor
respondents woul-l have It. The govern
ment droops are able to prevent the
massing of -insurgent troops In any
large number, and tills so-called re
bellion will not greatly disturb the
peaoe and serenity of -the social and
commercial world of Cuba. In Havana
harbor are stationed two Spanish
cruisers, while the Infanta Isabel Is ly
ing off Key West. A sufficient patrol
of the Island la being maintained to
prevent landing of filibustering expe
ditions. In and albout Havana every
thing Is quiet, and I will -warrant that
not half a dozen passengers on thd
