past fifty years have seen a great ad¬
vance of feeling on the subject. With¬
in a short time after the Auntrlan-Ital-
ian war of 18(11, Dr. Palaslano In Italy,
M. Henri Arrault In Paris, and M.
Henry Dunant in Geneva, published
pamphlets in which the human idea of
making wounded on battlefiolds neutral
was put forward.
M. Dunant, the Swiss writer, achiev¬
ed the most. His work, the famous
"Souvenir of Solferino,” describing his
experiences as an eye-witness on the
field and after the victory, gave the
most realistic account of the ghastll-
ness of a battle and Its consequence?
<?ver published. He suggested that
associations should he formed to send
volunteer doctors and nurses to attend
the wounded in war, and that an Inter¬
national conference should be sum¬
moned to consider the question. Both
proposals were carried out in a few
years, lu 1SC3 the Geneva Society of
Public Science, of which M. Dunant was
a prominent member, assembled at
Geneva a conference of representative
men from almost all European coun¬
tries. It was from this conference
lliat the International committee for
aiding wounded lu war dates, with fts
federated natloua! Red Crows societies
in various countries, Th« conference
arrived at conclusions which Justified
tne Swiss Federal Council la Inviting
Hie various powers to attend a diplo-
matic congress, which was held la
Geneva iu August, laUt. Fifteen Eu¬
ropean powers and the United States
sent delegates, and the conclusion*
were embodied iu the so-called Geneva
convention, which was signed on Au¬
gust 22, 1864. The ffreat principle of
the Geneva convention i* that the
wounded, those who attend to them,
their hoapitals, ambulance*, and every¬
thing pertaining to the sick and injured
In war, are acknowledged to he neutral,
and are to be protected and respected
as such by the belllgpreivts. The Bag
and armlet universally adopted for hos¬
pitals, nurses, etc., bears a red cross on
a white ground.
The treaty was first signed by twelve
government*; soon after by sixteen,
and now forty government* have
agreed to he bound by tb* ten artlcl**
of the Red Cross Association, Japan be¬
ing the last to join. In the war be¬
tween Austria and Prussia, in 1866 the
Red Cross Association was put to the
test of actual experience, and its good
points as well as its defect* at oace ap¬
peared. The great difficulty arose
from the Ignorance of its provisions
displayed by the Austrian army and
citizens. The whole subject matter of
Geneva treaty should lie familiar to
every citizen of the civilized world, so
that in lime of war everyone may know
tho rights and privileges of the treaty.
Three conventions have been held
since tho first one -one in 1887 in Paris,
another in 1868 lu Geneva and the lust
in 1884 in Geneva. At the second one
fifteen additional articles were adopted,
the last ten of which pertain to naval
warfare. The “American amendment”
portains to tlie relief of sufferers from
famine, fire, flood, drought, pestilence
and cyclones, as well as sufferers in
war. The credit of this amendment is
attributed to Miss Barton.

near the shore to get off all of the pas¬

is strong at this point and the log was

The boat and cargo are a compote

The steamer Queen City resejed
several of the passengers of the
wrecked steamer from the river banks,
to which they had escaped. jhis
In striking coincidence with
disaster is the sinking of the Citf of
Columbus eight miles below the scene
of disaster, at Francis Bend, sjme
days ago. This last disaster operates
to extinguish the independent lint on
this river, known as the Queen and
Crescent Navigation Company. Tifese
two boats were operated by the inde¬
pendent line, They were the only
boats owned by the company.

The Tennessee, Cumberland, Arkan-
Fas and Red rivers has risen and the
Ohio has fallen. The Mississippi has
risen throughout its entire length, ex¬
cept a slight fall at Memphis and in
the crevasses in Mississippi.
About six-tenths of an inch of rain¬
fall fell yesterday in Tennessee and
Cumberland rivers, and about two-
tenths iu the basin of the upper Mis¬
sissippi.

the importunity of office seekers. Fri¬
day afternoon he issued this order:
"Hereafter the secretary will receive
visitors only between the hours of 10

No visitors will be received at other
hours except on urgent official busi¬
ness.”

Mrs. Lipscomb’s order suspending
the eighteen young ladles of Lucy
Cobb institute at Athens, Ga., for their
April fool’s day escapade has been re¬
scinded and ail have been reinstated.
But they will he giv$n the severest
discipline of the school short of actual
suspension.
The hoard of trustees met, went to
Mrs. Lipscomb and made a personal
appeal iu behalf of the young ladies,
saying that in their judgment the in¬
cident was the result of thoughtless¬
ness.
