Lee Superior Court may Gearm 1904.
We. the grand jurors chosen and sworn
at this May term (1904), of Lee Superior
court, in concluding our labors, beg leave
to submit the following general present
ments: -
Through various committees, we have
inquired into all matters of interest to the
citizens and tax-payer of the County.

We find the tax assessment as per digest
1903, to be- for general use-- $6,159.34,
assessment for road purposes $2,463.73~
total assessment-— $8,623.07. F. T.
King, tax collector, has collected,
nd paid to treasurer- D. D.
;gll, as follows: For road purposes §II,-
286.15, for general purposes $6,849.72 for
insolvent list allowed $226.78, Collectors
commissions - — $260.42— total $8,623.07- ‘
From this showing it is found that Mr.
King has made an error against himself
of 17.98, which we reccomend that the
Commissioners return to him. We con
sider this showing very fine as Mr King
has made full settlement for all taxes at
this term of court, —-something never
done hefore.
- We find the entire levy for State pur
poses, including professi~nal, special and
all, to be $9,461.96,which has been paid
to State treasurer, and Mr. King has re
ceipts for same, and itemized statement
ot which is herewith submitted. We find
there has been collected on account
of railroad taxes $2,959.14, all of which,
he has paid,less his commissions, to D. D,

ceived for benefit of the County- $22 00,
and has paid same over to the treasurer.
James Morgan, clerk of the County
Commissioners, has received from ail
sources $85.00, which has been paid over
to the treasurer
As clerk of the Superior court he has
received no funds.
J. R. Long, county school commission
er, had on hand at last repoit to grand

from.all sources since — $6,801.03- Has

leaving a balance on hand — $1,266.03--
We find there were enrolled in the schools
of the county 374 white children, and 1516
colored children. :
The schools were operated 100 days
during the year 1903.
We find that D. D. Hall, treasurer, has
collected and paid out the following

These dividends have all been paid.
As the law creating the dispensaries in
our county mmakes il the duty of the
Grand Jury at the Spring term to fix the
salary of the County Cummissioners as
“Dispensary C mnussioners’’—\Ve there
fore rccommend the sum of one hundred
dollars per annum, each, and that the
salary ol their r~ecretary and Treasurer
be same as recommended by last Grand
Jury. Said salaries to come out of the
gross receipts of the Dispensares before
any division of profits with the towns.
In obedience io his honor's charge in
reference to the peasioners of our couuty
we nade injuiry of the Ordinary and
Clerk of Court, and found that the list
lias not yet been furnished by Honarable
Mr. Lindsey, state peunsion comimis-

sioner, and thismatier is referred to the
next grand jury.
I sub:nitiing this report we wish to say
that while the time has been limited, we
have neveriheless inade a full and com
plete investigation of all receipts and ex
penditures, and in case of D. D, Hall,
treasurer, we have had submitted to> us
sealed statements of all banks maile day
of investigation anl cash for all due the
county: and we congratulate him on the
showing mae.

law except those of D. G. Avera, J P. of
Smithville district, whose criminal docket
fails to show any record of two cases.
PUBLIC BUILDINGS.
We find that the public buildings gen
erally are in good condition. We recom
mend that the county commissioners
have shades placed at windows and glass
put in sash where broken of the court
house and to have old blinds removed.
We find the sewerage system in the jail
needs repaire, and recommend that same
be attended to.
We also reccoinend that the jail be fur
nished with a sufficie..t amount of disen
fectant to use each.day
POOR-HOUSE AND CONVICT CAMP,
We find the convict camp clean and
neatly kept. We find the buildings of
the poor house in good condition except
the floors which have large cracks in them,
and in our opinion is not suitable for hu
man habitation iif the winter season. As
to the condition of the paupers. three in
number, all colored males, we hardly
know how to express our con:demnation
strong enough. hey are in ragged pita
ble to behold- -They are sleeping ou bare
boards with a Little straw and a few rags.
They complain of nct having sufficent.
coverinyg to keep warm. We have only
this to say in condemnation, the floors
are clea, and the inmates are well fed.
--PUBLIC RECORDS, -~
We find the varlous records of the
County officials neatly and correctly kept
as far as we have been able to ascertain in
the short time allowed us. We find that
the County Judge has disposed of 31 civil
cases ard 98 criminal cases since the May
term of Court 1903
‘The term of I. P, Cocke as County
Commissioner, having expired at this
term of the Court, we have re-elected
him to be his own successor.
We have re-elected E, S. Ferguson, Jr.,
and J. S. Kitchens, to succeed themselves
as members of the Board of education.
We recommend D. J. Mims to fill the
unexpired term of Wiley Mitchell, resig
ned, as N. P. and ex officio J. P. of the
| 975th district G. M.,~ We recomm n 1 J.
D Clifton to fiil the unexpired term of J.
R. Ross, resigned, as N. P and ex-off. J.
P. of the 738th district G. M.,- We re
commend C, A. Castellow to fill the unex
pired term of A. W, Godwin, resigned, as
N, P. and ex-off. J. P., of 1238th district
G. M.-
We recommend that the monthly pro
ceeding of the County and Dispensary
Commissioners be published}in the Lee
: County Journal at a cost not ecxeeding
$3.00 per month: -
We rccommend that the Judge of the
County Court ‘and the Solicitor of the
County Court be appointed bythe Gover
nor as heretofore;
We recommend that the collection of
the commutation road tax be defered un- .
til September Ist: 1904.
