We had the pleasure of seeing a portion of the county this week passing through Chokee and Redbone districts. The cotton c:ops are tine and promise to yveald a good crop. Simpson of Smithville. He has opened a law offiice in Smithville for the practice of law, and is prepared to practice in the variouscourts hoth of 'aw and equity. C, McCLAIN Cashier. l LOCAL'TAXATION FOR PUBLIC SCHOOLS. A PROCLAMATION. By His Excellency, Joseph M. Terrell, Governor of the State of Georgia, Executive Department, July 27th 7904. \Whereas, the (General Assembly, at its session in 1903, proposed an amendment to the Constitution of ! this State, as set forth in an act, approved August I7th Igo3, tu wit* J Sec. 1. Be it enacted by the General Assembly of Georgia, and it is hereby enacted by authority of the same, That from and after the passage of this Act, that article 8, sectlon 4 paragraph [ of the Constitntion of the State be altered and amended by striking odut the word “upon the recommendation of two grand Juri-s”’ which begin in the first line after the word *‘Counties’’ and end in the second line before ths word “and”’ and ' substituting therefor the words ““militia districts,school | districts’and by inserting the words “‘mulitia districts, | shool districts” in the seventh line afterword‘‘County’’ andbefore the word “or’"and further bygstriking out the word “two-thirds’’ whic.: begins in the seventh line after the word ““a’’ and ends in the eighth line before the word ““voie’’, and subs ituting therefore the words | ““tzvo-thirds majority of those voting’’; so that saia | paragraph shall lead when amended, as follows, viz; | “Authority May be granted to counties, malitia dis | tricts school- districts and to municipal corporations, i upon the recommendation of the corjorate authority, ' to establish and mantain public schools in_their rcspec tive limits by local taxation; but no such law shall take effect uptil the same shall hav: been submittei to a ' vote of the qualified voters in each County, militia dis trict, school district, or municipal corporation, and ap . proved by two-thirds maujority of persons voting at " such election, and the General Assembly my prescribe who shall vote on'such questions.”’ . Seciion 2 Be it further enacted, That if this amendment shall be agreed to by two-thirds of the members elected to each of the two Houses, the same <hall be entered on their Journals, with the Ayes and Nays taken thereon, and the Governor shall cause said “amendment to be published in one or mo:e newspapers in each congressional district for two months previous ' to the next general election, and the legal voters at the | next gencra% election shall have written or printed on ' their tickets “ Ratification’, or “‘Against Ratification” as they may choose to vote, and if a majorityof the _electors gualified to vote for the (General Assembly,vot ' ing shall vote in favor of Ratification, then said amend | ment shall become a part of said article 8, section 4, ' paragraph 7 of the Constitution of this State, and the ' Governor shall make proclamatioa thereof.
